4.4 AWARD CONTRACT TO ECONOLITE SYSTEMS, INC. FOR THE FISCAL YEAR 2025-26 ACCESSIBLE PEDESTRIAN SIGNAL PROJECT - CDBG Recommended Actions: 1. Approve Contract Documents, Specifications, and Plans for the Fiscal Year 2025-26 Accessible Pedestrian Signal Project - CDBG; 2. Award a contract in the amount of $90,005.08 to Econolite Systems, Inc. as the lowest responsible bidder for the Fiscal Year 2025-26 Accessible Pedestrian Signal Project - CDBG; 3. Authorize the City Manager to execute a contract with Econolite Systems, Inc.; 4. Authorize City staff to make total compensation to Econolite Systems Inc. up to $90,005.08 plus $9,000.51 (10% of the contract amount) to allow for contingencies, totaling $99,005.59; and
