CITY'S GRANT APPLICATION TO MOBILE SOURCE AIR POLLUTION REDUCTION
REVIEW COMMITTEE FOR MUNICIPAL ELECTRIC VEHICLE INFRASTRUCTURE
RESILIENCY AND EXPANSION PROJECT
Recommendation
It is recommended that the Council:
a. Receive and discuss the four options outlined in this report regarding the Mobile
Source Air Pollution Reduction Review Committee (MSRC) Charging Infrastructure
Resiliency Program grant opportunity;
b. Provide direction to staff as to which option to pursue:
a. Option A: Submit a grant application in the amount of $200,000 for two EV
ARC solar-powered charging stations at the Garfield Reservoir Parking Lot (1)
and Police Department Parking Lot (1), with a local match of $100,000;
b. Option B: Submit a grant application in the amount of $800,000 for Level 3
fast-charger battery storage upgrades at the Police Department Parking Lot,
with a local match requirement of $400,000;
c. Option C: Submit a grant application in the amount of $1,000,000 for both
projects in Options A and B, with a match requirement of $500,000; or
d. Option D: Direct staff to take no action or explore alternative grant
opportunities.
c. Should Council direct staff to proceed under Options A, B, or C, authorize staff to
prepare and submit the corresponding grant application, with the understanding that
staff will return to a future meeting to seek formal appropriation of General Fund
reserves of the required local match funds, as part of the FY 2026-2027 budget
process.
