10G. Consideration of resolutions calling a General Municipal Election and
requesting the County Board of Supervisors to consolidate the City’s General
Municipal Election with the Statewide General Election. Environmental
Considerations: The action being considered by the City Council is exempt
from the California Environmental Quality Act (CEQA) because it is not a
"project" under Section 15061(b)(3) of the CEQA Guidelines because it can
be seen with certainty that there is no possibility that the activity in question
may have a significant effect on the environment. The action is also exempt
from CEQA under Section 15378(b)(5) of the CEQA Guidelines because it
involves an organizational or administrative activity of government that will not
result in the direct or indirect physical change in the environment. Contact

Recommended Action: 1) Adopt Resolution No. 2026-46, titled "A
Resolution of the City Council of the City of Encinitas, California, Calling for
the Holding of a General Municipal Election to be Held On Tuesday,
November 3, 2026, for the Election of Certain Officers as Required by the
Provisions of the Laws of the State of California Relating to General Law
Cities"; and 2) Adopt Resolution No. 2026-47, titled "A Resolution of the City
Council of the City of Encinitas, California, Requesting the Board of
Supervisors of the County of San Diego to Consolidate a General Municipal
Election to be Held on November 3, 2026, with the Statewide General
Election to be Held on the Date Pursuant to Section 10403 of the Elections
Code."
