13) CONSIDERATION OF ADOPTING FISCAL YEAR 2026-27 WEST COVINA COMMUNITY SERVICES FOUNDATION BUDGET It is recommended that the Board of Directors of the West Covina Community Services Foundation: 1. Approve, adopt, and appropriate the Operating Budget for the West Covina Community Services Foundation for Fiscal Year 2026-27. 2. Authorize the City Manager to approve the reallocation of appropriations from one activity to another within a fund upon review by the Finance Department, provided there is no change in the scope of service delivery level or increase in the appropriation as approved by the Board of Directors. 3. Authorize the City Manager to approve appropriations made for donations and grants received during the 2026-27 Fiscal Year up to $60,000 per source or grantor upon review of the Finance Department, provided there are no matching requirements.
