23. CONSIDERATION OF ADOPTION OF THE 2025 URBAN WATER MANAGEMENT PLAN (UWMP) AND WATER SHORTAGE CONTINGENCY PLAN (WSCP) Recommendation It is recommended that the City Council: a. Open a Public Hearing for the adoption of the 2025 Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP); and b. Adopt a resolution adopting the 2025 UWMP and WSCP.
