19. RECEIVE A PRESENTATION ON A POTENTIAL REFUNDING OF THE CITY'S 2016 WATER REVENUE BONDS AND PROVIDE DIRECTION TO STAFF Recommendation It is recommended that the City Council: a. Receive a presentation regarding a potential refunding of the City's 2016 Water Revenue Refunding Bonds; and b. Provide direction to staff on whether to proceed with a competitive procurement of fiscal advisory services to evaluate and, if market conditions support it, execute a refunding of the 2016 Water Revenue Refunding Bonds.
