MINUTES 3.1 Minutes of the City Council and Successor Agency to the Westminster Redevelopment Agency. RECOMMENDATION: Approve the minutes as presented for the date listed below: A. February 11, 2026 (Regular Meeting); B. April 22, 2026 (Regular Meeting); C. May 6, 2026 (Special Meeting/State of the City); D. May 21, 2026 (Special Meeting); and E. May 27, 2026 (Special Meeting). WARRANT REGISTER 3.2 City Council and Successor Agency Warrant Register dated June 4, 2026 through June 17, 2026. RECOMMENDATION: Receive and file. REPORTS 3.3 Treasurer’s Report for May 2026. RECOMMENDATION: Receive and file the report. AGREEMENTS/PURCHASE ORDERS (UNDER $500,000) 3.4 First Amendment to Professional Services Agreement with Park Consulting Group, Inc. for Monthly Service and Enhancements to the Enterprise Permitting and Licensing Platform in Fiscal Year 26/27. RECOMMENDATION: Approve a First Amendment to the Professional Services Agreement, No. 2025-029, with Park Consulting Group, Inc. increasing the contract amount by $131,000, for an aggregate amount of $181,000, ending on June 30, 2027. 3.5 Professional Services Agreement with Atlas Planning Solutions for the City of Westminster Local Hazard Mitigation Plan Update. RECOMMENDATION: A. Approve the Professional Services Agreement with Atlas Planning Solutions for the City of Westminster Local Hazard Mitigation Plan Update in the amount of $123,079; and B. Authorize the City Manager or designee to execute the agreement, in a form approved by the City Attorney. 3.6 Approval of Purchase Order with Granicus, LLC for the Granicus Civic Engagement Platform. RECOMMENDATION: Approve a Purchase Order with Granicus, LLC for the Granicus Civic Engagement Platform in an aggregate not-to-exceed amount of $322,933.95 with the term extending through June 30, 2028. 3.7 Purchase of Water Valve Parts, Miscellaneous Pipeline Materials, and Brass Pipeline Materials for Fiscal Year 2026-2027. RECOMMENDATION: Approve three separate purchase orders from Core & Main for Fiscal Year 2026-2027 for: (a) Water Valve Parts in an amount not to exceed $42,000; (b) Miscellaneous Pipeline Materials in an amount not to exceed $43,000; and (c) Brass Pipeline Materials in an amount not to exceed $91,000. 3.8 Resolution Adopting a List of Projects for Fiscal Year 2026-2027, Funded by Senate Bill 1 (SB1), the “Road Repair and Accountability Act.” RECOMMENDATION: Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2026-2027, FUNDED BY SENATE BILL 1 (SB1), THE ‘ROAD REPAIR AND ACCOUNTABILITY ACT’.” ADMINISTRATIVE ITEM 3.9 Seven-Year Capital Improvement Program (7-Year CIP), City’s Pavement Management Plan (PMP) Update, and Local Signal Synchronization Plan (LSSP) Update for Measure M2 Eligibility Submittal for Fiscal Year 2026-2027 through 2032-2033. RECOMMENDATION: A. Approve the Final Measure M2 7-Year Capital Improvement Program for Fiscal Years 2026-2027 through 2032-2033; B. Authorize its submittal to the Orange County Transportation Authority, along with other required documents, for Measure M2 eligibility compliance; C. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, CONCERNING THE STATUS OF AND UPDATING THE PAVEMENT MANAGEMENT PLAN FOR THE MEASURE M (M2) PROGRAM”; and D. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, UPDATING THE LOCAL SIGNAL SYNCHRONIZATION PLAN FOR THE MEASURE M (M2) PROGRAM.” 3.10 Approval of Plans and Specifications and Authorization to Solicit Construction Bids for the 25-26 Citywide Residential Overlay - Project Plan No. P-2673. RECOMMENDATION: A. Approve the plans and specifications for the referenced Project; B. Authorize the City Engineer to approve minor modifications to the plans and specifications to accommodate requested revisions from public safety and utility agencies; and C.
