30. ADOPTION OF ORDINANCE NO. 2496 GRANTING OIL PIPELINE FRANCHISE TO CRIMSON CALIFORNIA PIPELINE L.P. RECOMMENDATION: It is recommended that the City Council: 1. Adopt Ordinance No. 2496 granting an oil pipeline franchise to Crimson California Pipeline L.P.; and 2. Authorize the continuation of pipeline operations within the public right-of-way under the updated terms and conditions set forth in the ordinance; and, 3. Take such additional and/or related action that may be desirable.
