ARTS, PARKS, LIBRARIES, AND COMMUNITY ENRICHMENT
COMMITTEE REPORT relative to the feasibility of issuing a Request
for Information (RFI) for City-operated animal shelter facilities, and the
reassignment of existing Department of Animal Services (DAS) staff
and resources to improve conditions.
Recommendations for Council action, pursuant to Motion
(Blumenfield, Rodriguez - Hernandez, Jurado):
1. INSTRUCT the DAS, with the assistance of the City
Administrative Officer (CAO) and Chief Legislative Analyst
(CLA), to report to Council on the feasibility of issuing a
RFI seeking a contractor of an established animal care and
control organization to operate one or more of the shelter
facilities currently operated by the City in a manner similar to
the Northeast Valley Animal Care Center.
2. INSTRUCT the CAO, with assistance of the DAS, to report to
Council on the feasibility and process for reassigning existing
staff and resources from certain City-operated shelter facilities
to other City-operated shelter facilities in order to improve
conditions at a reduced number of City-operated shelter
facilities with the other shelter facilities kept operational by a
contractor and prevent any loss of jobs.
Fiscal Impact Statement: Neither the CAO nor the CLA has completed
a financial analysis of this report.
