Recommendation for Council action: AUTHORIZE the General Manager, Department of Cultural Affairs (DCA), or designee, to execute the amendment to Contract No. C- 143404 with Museum Associates, dba Los Angeles County Museum of Art, to provide for the continued restoration, conservation, consultation, and maintenance services for the Watts Towers for an amended term beginning retroactively on July 1, 2022 through June 30, 2025; and, increase the contract ceiling from $229,009 to $1,336,593, subject to the approval of the City Attorney as to form. Recommendations for Council action, pursuant to Motion (Blumenfield, Rodriguez - Hernandez, Jurado): 1. INSTRUCT the DAS, with the assistance of the City Administrative Officer (CAO) and Chief Legislative Analyst (CLA), to report to Council on the feasibility of issuing a RFI seeking a contractor of an established animal care and control organization to operate one or more of the shelter facilities currently operated by the City in a manner similar to the Northeast Valley Animal Care Center. 2. INSTRUCT the CAO, with assistance of the DAS, to report to Council on the feasibility and process for reassigning existing staff and resources from certain City-operated shelter facilities to other City-operated shelter facilities in order to improve conditions at a reduced number of City-operated shelter facilities with the other shelter facilities kept operational by a contractor and prevent any loss of jobs. August 21, 2026 Item 7 (7) 21-1188-S15 ENERGY AND ENVIRONMENT COMMITTEE REPORT relative to the Memorandum of Agreement (MOA) between Department of Water and Power (DWP) and the Board of Public Works (BPW), on behalf of the Bureau of Sanitation (BOS), for the cost-sharing of planning activities related to the Hyperion Water Reclamation Plant Program Implementation Plan for Pure Water Los Angeles. Recommendations for Council action: 1. APPROVE the DWP Resolution authorizing the DWP to execute the proposed MOA between the DWP and the BPW, on behalf of the BOS, for the cost-sharing of planning activities related to the Hyperion Water Reclamation Plant Program Implementation Plan for Pure Water Los Angeles, for work that occurred May 1, 2019 through July 31, 2024, for a total cost not-to-exceed $14 million, to be equally shared by both DWP and BOS. The MOA will remain effective for one year from the date of the last executed signature. 2. AUTHORIZE and DIRECT, upon proper certification, the Chief Accounting Employee, DWP, to draw demands on the Water Revenue Fund, in accordance with the terms of the proposed Agreement and Resolution, to reimburse BOS for eligible work performed between May 1, 2019 and July 31, 2024. Fiscal Impact Statement: The City Administrative Officer reports that approval of said MOA will have no impact on the City’s General Fund. DWP will reimburse BOS for an amount not-to-exceed $7 million. Funds will be transferred from DWP’s Water Revenue Fund to the BOS’s Fund No. W1H/50, Reimbursement Tracking Fund, under Revenue Source Code No. 3811 - Reimbursement from Other Agencies. Recommendations for Council action, as initiated by Motion (Blumenfield - Lee): 1. INSTRUCT the Department of City Planning (DCP), with the assistance of the Los Angeles Department of Building and Safety (LADBS), and in consultation with the City Attorney, to prepare and present a proposed ordinance to amend Los Angeles Municipal Code Section 12.24 W 37 (Public Parking Areas in the Agricultural and Residential Zones by Conditional Use Permit) and the Chapter 1A equivalent, to disallow public parking in the A Zone in sensitive areas; and to prepare a report with recommendations to consider modifying allowable public parking in Residential Zones in sensitive areas. 2. INSTRUCT the DCP, with the assistance of the LADBS, and in consultation with the City Attorney, to prepare and present an Interim Control Ordinance (ICO) that prohibits the issuance of approvals and permits associated with any demolition, building, use of land, grading, and other applicable permits for public parking areas on parcels in the Agricultural (A) zone that are wholly or partially in sensitive areas such as, but not limited to, the Very High Fire Severity Zone and Hillside Areas. 3. INSTRUCT the DCP that the ICO include an Urgency Clause, making it effective upon publication, and consistent with California Government Code §65858, the ICO shall run for 45 days, with a 10-month and 15-day extension by Council Resolution, and can be further extended for an additional 1 year, or until the adoption of the appropriate land use regulatory controls have been prepared by the DCP, adopted by the Council and become effective, whichever occurs first. Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: PRESENT and ADOPT the accompanying ORDINANCE dated June 2, 2026, authorizing the execution of the Development Agreement by and between the City of Los Angeles and NREA-TRC 700 LLC, relating to real property in the Downtown Community Plan Area, for The Bloc, a mixed-use development comprised of a 26-story hotel and a 33-story office building on the northern portion of the site, and a nine-story podium building containing commercial uses, six levels of above-ground parking, and two levels of subterranean parking on the southern portion of the site. The Project proposes the development of a residential tower with up to 466 units, enclosure of the existing rooftop parking level, and the addition of two above-ground parking levels above the existing nine-story podium building. All existing uses would remain, excluding 24,342 square feet of theater and retail uses (located in the podium building) which would be demolished to accommodate the new residential tower. Once constructed, the Project and existing uses would total 1,894,988 square feet of floor area on a 4.3-acre site, and have a maximum height of 710 feet, or 53 stories; for the properties located at 700 South Flower Street; 700 West 7th Street; and 711 South Hope Street.
