MINUTES 3.1 Minutes of the City Council and Successor Agency to the Westminster Redevelopment Agency. RECOMMENDATION: Approve the minutes as presented for the date listed below: A. July 23, 2026 (Special Meeting). WARRANT REGISTER 3.2 City Council and Successor Agency Warrant Register dated August 6, 2026 through August 12, 2026. RECOMMENDATION: Receive and file. PROCLAMATION 3.3 Approval of Proclamations. RECOMMENDATION: Approve the following proclamations: A. Proclamation - World Alzheimer’s Awareness Month - September 2026; and B. Proclamation - National Hispanic Heritage Month - September 15-October 15, 2026. REPORTS 3.4 Treasurer’s Report for July 2026. RECOMMENDATION: Receive and file the report. AGREEMENTS/PURCHASE ORDERS (UNDER $500,000) 3.5 Amendment No. 1 to Cooperative Agreement No. C-1-3598 Between Orange County Transportation Authority and Cities of Huntington Beach, Santa Ana, Tustin, Westminster, and the County of Orange for First Street/Bolsa Avenue Regional Traffic Signal Synchronization Program Project. RECOMMENDATION: A. Approve Amendment No. 1 to Cooperative Agreement No. C-1-3598 between Orange County Transportation Authority and the Cities of Huntington Beach, Santa Ana, Tustin, Westminster, and the County of Orange for First Street/Bolsa Avenue Regional Traffic Signal Synchronization Program Project; and B. Authorize the City Manager to execute the amendment on behalf of the City in a form approved by the City Attorney. 3.6 Acceptance of Grant Award from the Sun Family Foundation for the Westminster Family Resource Center in Fiscal Year 2026-2027. RECOMMENDATION: A. Accept the grant award from the Sun Family Foundation for the Westminster Family Resource Center in the amount of $45,000; and B. Authorize the City Manager or her designee to execute the Grant Agreement. 3.7 AB 109 Grant Funding for Public Safety Realignment and Post-Release Community Supervision Enhanced Law Enforcement in Fiscal Year 2026-2027. RECOMMENDATION: A. Accept a revenue allocation of $95,586 from the 2026-2027 AB 109 Grant to the AB 109 Revenue Account for the Fiscal Year 2026-2027 budget; and B. Amend the Fiscal Year 2026-2027 Adopted Budget to designate grant revenues totaling $95,586 to the Special Police Services Fund (AB 109). Increase the Fiscal Year 2026-2027 budgeted expenditures for AB 109 Overtime Costs by $95,586. ADMINISTRATIVE ITEMS 3.8 Quitclaim a Portion of an Existing Water Easement and Acceptance of a New Water Easement for the New Development at 7474 Garden Grove Boulevard (APN 096-021- 14). RECOMMENDATION: A. Authorize the City Manager to execute the quitclaim deed; B. Accept the new water easement for the new development at 7474 Garden Grove Boulevard; and C. Authorize the City Clerk to record the deed with the County Recorder’s Office. 3.9 Acceptance of a New Storm Drain Easement Located at 13552 Goldenwest Street. RECOMMENDATION: Accept a new storm drain easement and authorize the City Clerk to record the deed with the County Recorder’s Office. 3.10 Roof Replacement Project at the Senior Center, Community Services, and Council Chambers Buildings - Project Plan No. P2689. RECOMMENDATION: A. Reject all bids for the subject project; B. Approve the findings of the architect for the use of the WeatherWeld Roofing System for the roof replacement for the Civic Center buildings; and C. Authorize the Public Works Department to readvertise and solicit construction bids for said project. [END OF CONSENT CALENDAR]
