(11) 26-0979 PUBLIC SAFETY COMMITTEE REPORT relative to a grant application and award from the California Department of Justice for the 2025 Tobacco Grant Program. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the Chief of Police, Los Angeles Police Department (LAPD), or designee, to: 1. Retroactively apply for and accept the award, after a review of the terms and conditions by the City Attorney, for the 2025 Tobacco Grant Program, from the California Department of Justice, in the amount of $2,235,844 for the period of November 21, 2025, through June 30, 2029. 2. Negotiate and enter into a grant awarded agreement, subject to approval as to form by the City Attorney. 2. AUTHORIZE the LAPD to: a. Spend up to the grant amount of $2,235,844 in accordance with the grant award agreement. b. Submit grant reimbursement requests to the grantor and deposit grant receipts in the LAPD Grant Fund No. 339/70. c. Prepare Controller instructions for any technical adjustments as necessary to implement Mayor and Council intentions, subject to the approval of the City Administrative Officer; and, AUTHORIZE the Controller to implement the instructions. 3. AUTHORIZE the Controller to: a. Establish a grant receivable and appropriate $2,235,844 to appropriation account, account number to be determined, within Fund No. 339/70, for the receipt and disbursement of the 2025 Tobacco Grant Program grant funds. b. Increase appropriations and transfer, as necessary, to 2025 Tobacco Grant Program grant funds from Fund No. 339/70, account number to be determined, to Fund No. 100/70, account numbers and amounts as follows: i. Account No. 001092, Overtime Sworn: $563,200 ii. Account No. To Be Determined (TBD), Related Costs: $158,053 4. AUTHORIZE the City Clerk to place the following actions relative to the 2025 Tobacco Grant Program on the City Council agenda on July 1, 2026, or on the first meeting day thereafter: Authorize the Controller to increase appropriations and transfer, as necessary, to 2025 Tobacco Grant Program grant funds from Fund No. 339/70, Account Number TBD, to Fund No. 100/70, Account numbers and amounts as follows: Account No. 001092, Overtime Sworn: $585,728 Account No. TBD, Related Costs: $158,053 5. AUTHORIZE the City Clerk to place the following actions relative to the 2025 Tobacco Grant Program on the City Council agenda on July 1, 2027, or on the first meeting day thereafter: Authorize the Controller to increase appropriations and transfer, as necessary, to 2025 Tobacco Grant Program grant funds from Fund No. 339/70, Account Number TBD, to Fund No. 100/70, account numbers and amounts as follows: Account No. 001092, Overtime Sworn: $609,157 Account No. TBD, Related Costs: $158.053 (Budget and Finance Committee report to be submitted in Council. Fiscal Impact Statement: The City Administrative Officer reports that approval of the recommendations will authorize the LAPD to accept the 2025 Tobacco Grant Program grant award from the California Department of Justice and spend up to $2,235,844 for the period from November 21, 2025 through June 30, 2029. No matching funds are required for this grant. There is no impact to the General Fund Financial Policies Statement: The City Administrative Officer reports that the recommendations comply with the City’s Financial Policies in that one-time grant funding will be utilized for one-time grant-eligible program expenditures.
