Memoranda of Understanding for Bargaining Units Represented by California Association of Professional Employees, Union of American Physicians and Dentists, American Federation of State, County, and Municipal Employees, Program Managers Association, Los Angeles County Association of Environmental Health Specialists Employees Recommendation: Approve the accompanying successor Memoranda of Understanding (MOUs) for three-year terms ending September 30, 2028, for the following California Association of Professional Employees Bargaining Units (BUs): 4 VOTES Unit 131 - Appraisers Unit 132 - Supervising Appraisers Unit 501 - Professional Engineers Unit 502 - Supervising Professional Engineers Unit 511 - Engineering Technicians Unit 512 - Supervising Engineering Technicians Approve the accompanying successor MOUs for three-year terms ending September 30, 2028, for the following American Federation of State, County, and Municipal Employees BUs: Local 119, Unit 421 - Automotive and Equipment Maintenance and Repair Local 830, Unit 821 - Agricultural Inspectors Local 1083, Unit 725 - Supervising Child Support Specialists Local 2712, Unit 721 - Psychiatric Social Workers Local 3511, Unit 724 - Supervising Professional Social Workers Approve the accompanying successor MOU for a three-year term ending September 30, 2028, with Union of American Physicians and Dentists (UAPD) BU 301. Approve the accompanying successor MOU for a three-year term ending September 30, 2028, with Los Angeles County Association of Environmental Health Specialists BU 331. Approve the accompanying successor MOU for a three-year term ending September 30, 2028, with the Plant Operating Engineers BU 401. Approve the accompanying successor MOU for a three-year term ending September 30, 2028, with the Child Support Attorneys Association BU 802. Approve the accompanying successor MOU for a three-year term ending September 30, 2028, with the Program Managers Association BU 804. Approve the accompanying amendments to the Salaries articles of the UAPD MOUs for BUs 324 and 325. Approve a $2,000 one-time payment for employees in active pay status on the applicable general salary adjustment effective date of July 1, 2026, or October 1, 2026, as specified in the negotiated agreement, for BUs that reach a comprehensive tentative agreement and ratify a successor MOU with a term ending in 2028 or 2029, as applicable; and approve a related $2,000 payment for eligible full-time non-represented employees who meet comparable eligibility requirements. Extend the Board's July 29, 2025, authorization for the $5,000 one-time ratification payment to employees in active pay status on the date of ratification to bargaining units that reach a comprehensive tentative agreement and ratify a successor MOU extending through 2029. Authorize the Auditor-Controller to issue the $5,000 ratification payment and the $2,000 one-time payment in accordance with the terms of each negotiated agreement following union ratification and pending MOU Board for adoption. Instruct the Auditor-Controller to make all necessary payroll system changes to implement the recommendations contained herein. (26-5912)
