Recommendations for Council action: 1. FIND that the Vacation is exempt from the California Environmental Quality Act of 1970, pursuant to Article III, Class 5(3) of the City's Environmental Guidelines. 2. FIND that the street vacation proceedings pursuant to the Public Streets, Highways and Service Easements Vacation Law be instituted for the vacation of the public right-of way indicated below and shown on the map of the May 18, 2026 City Engineer report, attached to the Council file: A 20-ft wide alley Westerly of Figueroa Street South of Pacific Coast Highway. 3. FIND that there is a public benefit to the Vacation. Upon vacation of the street, the City is relieved of its ongoing obligation to maintain the street. In addition, the City is relieved of any potential liability that might result from continued ownership of the involved street easements. 4. FIND that the Vacation is in substantial conformance with the purposes, intent and provisions of the General Plan, in conformance with Section 556 of the City Charter. 5. FIND that the Vacation is not necessary for non-motorized transportation facilities, in conformance with Section 892 of the California Streets and Highways Code. 6. FIND that the Vacation is not necessary for present or prospective public use, in conformance with Section 8324 of the California Streets and Highways Code. 7. ADOPT said City Engineer's report with the conditions contained therein. Fiscal Impact Statement: The City Engineer reports that the petitioner has paid a fee of $14,980 for the investigation of this request pursuant to Section 7.42 of the Los Angeles Administrative Code (LAAC). Recommendations for Council action: 1. ADOPT the determination by the Board of Harbor Commissioners (BOHC) that the proposed action is administratively exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2(f), of the Los Angeles City CEQA Guidelines. 2. APPROVE Port of Los Angeles (POLA) Resolution No. 26- 10775 approving the First Amendment to Port of Los Angeles Clean Truck Program Concession Agreements to extend the term by two years, through September 30, 2028, or 60 days after notice from the Executive Director of a new registration system, whichever is sooner, and authorize the Executive Director, or designee, to execute individual amendments with licensed motor carriers on the Board-approved form. Fiscal Impact Statement: The BOHC reports that there is no impact to the General Fund. The proposed First Amendment will extend the concession agreements for up to two years at no additional cost to existing licensed motor carriers. The Harbor Department will continue to collect a one-time concession fee of $2,500 from each licensed motor carrier upon submission of a new concession application to help offset Clean Truck Program administrative costs. September 29, 2026 Item 50 (50) 17-0002-S137 TRANSPORTATION COMMITTEE REPORT relative to authorization to submit a grant application as a co-applicant to the State of California Strategic Growth Counicil Transformative Climate Communities (TCC) Round 6 Program. Recommendation for Council action: AUTHORIZE the Los Angeles Department of Transportation (LADOT) to apply. as a subrecipient to the Housing Authority of the City of Los Angeles, in an amount up to $5,014,000, from the TCC Program and, should this application be selected for the next round in the funding process, DIRECT the LADOT to report to Council regarding implementation of the grant and the necessary authorities to accept the grant funds. Fiscal Impact Statement: The LADOT reports that there is no impact to the General Fund. The TCC Round 6 grant requires leverage funding of at least 50 percent of the total requested grant amount. The LADOT requests authorization to apply for $5,014,000 in TCC Grant funds. For the Mobility Wallet component, LADOT has identified $1,007,000 in Measure M funding to meet the leveraging requirement. Since the Commuter Express 142 line is an existing service, the Transit Operations component of the application will reduce the City’s Prop A contribution of $17,140,000 by $3,000,000. The LADOT has identified $1,500,000 of existing Prop A funding to meet the leveraging requirements for Transit Operations. HACLA is responsible for its portion of the required leveraging funds. Comprehensive Countywide Review of Homeless Count Trends in Los Angeles County Recommendation as submitted by Supervisors Hahn and Mitchell: Instruct the Director of Homeless Services and Housing, in consultation with the Executive Director of the Los Angeles Homeless Services Authority, the Chief Executive Officer, and, as appropriate, the Long Beach, Pasadena, and Glendale Continuums of Care, to report back to the Board in writing within 120 days with a comprehensive Countywide review of homeless count trends for at least the 2024, 2025, and 2026 count years, including, but not limited to: An analysis of regional, demographic, economic, and operational factors associated with changes in sheltered and unsheltered homelessness across all five Supervisorial Districts, including both percentage and absolute changes and, where methodologically appropriate and data are available, changes in unsheltered people counted outside of dwellings and changes in unsheltered dwellings. A city-by-city and unincorporated-community review of count results throughout Los Angeles County, with particular attention to communities that experienced the greatest percentage or absolute changes, including an analysis of local conditions that may have contributed to those trends. An assessment of available system performance and administrative indicators for each Supervisorial District and region, including inflow into homelessness, exits to permanent housing, returns to homelessness, shelter utilization, interim housing capacity, outreach engagement, service utilization, and other indicators that may help explain barriers to successfully exiting homelessness. A description of the methodologies, geographic limitations, and data comparability issues associated with the homeless counts conducted by the Los Angeles, Long Beach, Pasadena, and Glendale Continuums of Care, including any limitations affecting Supervisorial District, city, and unincorporated-area estimates. Recommendations for evidence-based strategies, operational improvements, data enhancements, and investments that could reduce unsheltered homelessness, increase successful placements into interim and permanent housing, strengthen collaboration with local jurisdictions and Continuums of Care, and improve measurable outcomes in future homeless counts. It should also include recommendations for families whose children are temporarily staying with relatives while parents remain unsheltered, sleeping in vehicles, or otherwise experiencing homelessness, including how these families can access appropriate housing services and other system supports. Strategies to facilitate access of families to available permanent housing resources when consistent with applicable occupancy standards, requirements for both subsidies and units, and property owner policies, in order to maximize housing opportunities and reduce the length of time families remain in interim housing. Preservation of Affordable Housing at Broadway Village 1 and Broadway Village 2 in the City of Los Angeles Recommendation as submitted by Supervisor Mitchell: Authorize the Executive Director of the Los Angeles County Development Authority (LACDA) to incorporate up to $384,000 in Condominium Conversion Funds received by LACDA into LACDA’s approved Fiscal Year 2026-27 budget, or into future fiscal year budgets as needed. Ensuring Representative Leadership of the Environmental Justice Center Recommendation as submitted by Supervisor Solis: Instruct the Director of Personnel, in collaboration with the Director of Parks and Recreation, to: 4-VOTES Prepare job bulletins for the Regional Park Superintendent II position that will manage the day to day operations and programming of the Environmental Justice Center and Regional Park Superintendent III position that will manage the Environmental Justice Center and the Esperanza Hills Regional Park, which ensures identified candidates understand and recognize the cultural significance of the environmental injustices experienced by these communities, both past and present, and the roles the Esperanza Hills Regional Park and the Environmental Justice Center serves in correcting those historical wrongs, and immediately publicly post both bulletins upon approval of the September 29, 2026 Supplemental Budget, with a target date of initiating candidate interviews no sooner than November 1, 2026; Before holding candidate interviews, hold at least one public community engagement session with impacted stakeholders, including community-based organizations that have been involved throughout the design of the project, to gather input regarding the desired experience, leadership qualities, and community values that should inform the Department’s selection process; Ensure robust promotion, marketing, and distribution of the job bulletin to community and impacted stakeholders during the hiring and selection process; Incorporate interview questions that assess candidates’ knowledge of the surrounding community’s cultural history and historical environmental justice challenges; and Report back to the Board in writing in 30 days after the community engagement session describing the outreach conducted and the stakeholder input provided. Direct the Chief Executive Officer to allocate $463,000 of First Supervisorial District Utility User Tax funds from the Provisional Financing Uses budget unit to the Department of Parks and Recreation in Fiscal Year 2026-27 to partially fund the cost of five positions necessary to support the operation and maintenance of Esperanza Hills Regional Park. Instruct the Director of Regional Planning to allocate $121,000 if available, annually from tipping fee revenues deposited into the Trust to the LA County Parks through 2035 to support the operation, maintenance, and year round programming of Esperanza Hills Regional Park and Hilda L. Solis Environmental Justice Center (EJC), which may include adjustments to salaries and employee benefits of at most five Chief Executive Office (CEO) agreed upon staff at the EJC. Instruct the Executive Officer of the Board, in collaboration with the Director of Regional Planning, to allocate the annual funding amount of $121,000 made available from the Trust to LA County Parks’ operating budget through an annual Departmental Service Order or other appropriate budgetary mechanism, beginning in Fiscal Year 2026-27 and annually thereafter through 2035, to reimburse LA County Parks for the cost of the five CEO agreed upon positions for the operations and maintenance of the EJC, including Board-approved salary and employee benefit increases, subject to the availability of the tipping fee revenue. Approve an appropriation adjustment to transfer $463,000 in First Supervisorial District Utility User Tax funds from the Provisional Financing Uses budget unit to the Department of Parks and Recreation and increase the appropriation of the Executive Office of the Board by $121,000, funded with revenue from the Trust, for a total of $584,000 for the Department of Parks and Recreation to fund the costs of five positions necessary to support the operation and maintenance of Esparanza Hills Regional Parks. Bringing the Veterans Directed Care Program to Los Angeles County Recommendation as submitted by Supervisor Solis: Instruct the Director of Aging and Disabilities (AD), in coordination with the Director of Military and Veterans Affairs (DMVA) and in consultation with the Chief Executive Officer (CEO), to: Engage with the Veterans Health Administration (VHA), including the Veterans Affairs Greater Los Angeles Healthcare System (VAGLAHS), to explore and pursue designation of AD as a Veteran-Directed Care (VDC) provider. Assess the operational, staffing, and infrastructure requirements necessary to implement VDC in the County, including: Person-centered planning and options counseling capacity; Coordination with a Fiscal Management Service (FMS) provider; Data sharing, privacy, and Health Insurance Portability and Accountability Act (HIPAA) compliance requirements; Alignment with existing Aging Network and Aging and Disability Resource Connection/No Wrong Door systems; and An analysis of potential Federal funding sources and strategies to ensure the program can be supported without existing or new Net County Cost (NCC). Instruct the Directors of AD and MVA, in coordination with the CEO, the Chief Information Officer (CIO), the County Office of Privacy, Auditor-Controller, and County Counsel, to identify and initiate all necessary administrative steps required to operationalize VDC, including, as applicable: Obtaining a Type 2 Organizational National Provider Identifier (NPI) through the Centers for Medicare & Medicaid Services (CMS), to support billing, contracting, and Federal program participation; Ensuring compliance with HIPAA, including designation as a covered component of the County’s hybrid entity, if applicable; Establishing appropriate data-sharing agreements and privacy protections with the VHA and program partners; Procuring or partnering with a qualified FMS provider to administer participant-directed budgets; and Identifying any additional Federal, State, or County administrative requirements necessary to implement the VDC program. Authorize the Director of AD, in consultation with County Counsel and the CIO, as appropriate, to negotiate and execute, to the extent permitted by law, agreements or amendments with the Veterans Health Administration, Fiscal Management Service (FMS) providers, and other partners necessary to implement the VDC program, subject to Board and CEO notification requirements. Justice Support Services Master Agreements Recommendation: Authorize and instruct the Director of Public Health to execute Justice Support Services Master Agreements (JSSMA) with any vendors identified in Attachment A, who qualified under the Justice, Care and Opportunities Department’s Request for Statement of Qualifications (RFSQ) released on November 4, 2024 for Justice Support Services, effective upon date of execution through June 30, 2035. Authorize the Director to take the following actions: (Department of Public Health) APPROVE Execute additional JSSMAs during the ensuing period with additional qualified vendors that submit a Statement of Qualifications which meet all the requirements as outlined in the RFSQ for justice support services. Execute administrative amendments to the MAWOs that: extend the term, at amounts to be determined by the Director, contingent upon the availability of funds and contractor performance; allow for the rollover of unspent MAWO funds, if allowable by the grantor; provide an increase or decrease in funding above or below the annual base maximum obligation effective upon execution or beginning of applicable funding period; and update the statement of work, scope of work, and/or work plans, as necessary. Execute change notices to the MAWOs for: modifications to the budget with corresponding modifications to the statement of work, scope of work, and/or work plan, that are within the same scope of services, as necessary; modifications to contractor’s or County’s administration; and changes to hours of operation and/or service locations.
