South Whittier Community Bikeway Access Improvements Construction Contract Recommendation: Reject all bids received on December 9, 2025, for the South Whittier Community Bikeway Access Improvements Project (Project). Adopt the plans and revised specifications that are on file for the Project at an estimated construction contract cost between $18,000,000 and $27,000,000. Readvertise for bids to be received before 11:00 a.m. on November 3, 2026. Authorize the Director of Public Works to award and execute a construction contract with the responsible contractor with the lowest responsive bid for the Project and take all other actions necessary or appropriate to deliver the Project. Find the Project has designated a product by specific brand name. Find that the Project is within the scope of a previously approved exemption from the California Environmental Quality Act.
