CD 15 ADMINISTRATIVE EXEMPTION and TRADE, TRAVEL AND
TOURISM COMMITTEE REPORT relative to the proposed First
Amendment to Personal Services Agreement No. 23-9989 with Tetra
Tech, Inc. for Clean Truck Program administration services.
Recommendations for Council action:
1. ADOPT the determination by the Board of Harbor
Commissioners (BOHC) that the proposed action is
administratively exempt from the California Environmental
Quality Act (CEQA) pursuant to Article II, Section 2(f), of the Los
Angeles City CEQA Guidelines.
2. APPROVE Port of Los Angeles (POLA) Resolution No. 26-
10776 approving the First Amendment to Personal Services
Agreement No. 23-9989 with Tetra Tech, Inc. for Clean Truck
Program administration services, extending the term by three
years through December 31, 2029, expanding the scope of
work, updating billing rates, and increasing the contract
authority by $5,825,451, from $3,000,000 to $8,825,451.
Fiscal Impact Statement: The BOHC reports that there is no impact to
the General Fund. The proposed First Amendment will increase the
total not-to-exceed amount by $5,825,451, from $3,000,000 to
$8,825,451. Funding will be provided through the Harbor Revenue
Fund and Clean Truck Fund Rate, with administrative costs offset by
Clean Truck Program-related fees. Neither the City Administrative
Officer nor the Chief Legislative Analyst has completed a financial
analysis of this report.
