(66) 25-0002-S139 CONSIDERATION OF RESOLUTION (JURADO - SOTO-MARTINEZ) relative to establishing the City's position on Assembly Bill (AB) 817 (Gonzalez), which would require cold storage operators to establish a contingency fund for emergencies, prior to the issuance of building permits. Recommendation for Council action, pursuant to Resolution (Jurado - Soto-Martinez), SUBJECT TO THE CONCURRENCE OF THE MAYOR: RESOLVE to include in the City’s 2025-26 State Legislative Program SUPPORT for AB 817 (Gonzalez), which would prohibit a city or county from approving a building permit for a cold storage facility unless the owner or operator of the facility establishes and maintains a contingency fund, and excludes from gross income settlement for claims relating to the 2026 Boyle Heights fire incident, as specified. Fiscal Impact Statement: None submitted by the Chief Legislative Analyst. The City Administrative Officer has not completed a financial analysis of this report.
