ADMINISTRATIVE AND CATEGORICAL EXEMPTION and TRADE,
TRAVEL AND TOURISM COMMITTEE REPORT relative to a
proposed Seventh Amendment to Terminal Media Operator
Concession Agreement LAA-8796 with JCDecaux Airport, Inc. for
advertising and sponsorship at Los Angeles International Airport (LAX).
Recommendations for Council action:
1. CONCUR with the determination by the Board of Airport
Commissioners (BOAC) that the proposed action is exempt
from the California Environmental Quality Act (CEQA) pursuant
to Article II, Section 2(f), and Article III, Class 1(18)(c), of the
Los Angeles City CEQA Guidelines.
2. APPROVE the Seventh Amendment to Terminal Media
Operator Concession Agreement LAA-8796 with JCDecaux
Airport, Inc. to extend the term by one year, for a new expiration
date of December 31, 2028, and upgrade the media systems at
the Tom Bradley International Terminal and Terminals 4 and 5 at
LAX.
3. CONCUR with BOAC Resolution No. 28458 authorizing the Los
Angeles World Airports (LAWA) Chief Executive Officer, or
designee, to execute the proposed Seventh Amendment with
JCDecaux Airport, Inc.
Fiscal Impact Statement: The BOAC reports that there is no impact to
the General Fund. The proposed amendment will increase LAWA's
revenue share from 70 percent to 73 percent, generating
approximately $1.3 million in additional revenue in calendar year
2028. Neither the City Administrative Officer nor the Chief Legislative
Analyst has completed a financial analysis of this report.
