8. LANTERN BAY PARK IMPROVEMENTS AND RIGHT OF ENTRY, CONSTRUCTION, AND DEVELOPMENT AGREEMENT WITH OCEAN CLIFFS AT DANA POINT, A JW MARRIOTT RECOMMENDED ACTION: That the City Council: 1) Approve the conceptual design for the Lantern Bay Park Improvements; and 2) Approve the Right of Entry, Construction, and Development Agreement between the City of Dana Point and Alagem Capital Group, LLC, a Delaware limited liability company, for the Lantern Bay Park Improvements, and authorize the City Manager to execute the agreement in a form approved by the City Attorney.
