19. Public Hearing Regarding Fiscal Year 2025-26 Consolidated Annual Performance & Evaluation Report (CAPER) It is recommended that the Mayor and City Council: 1. Conduct a Public Hearing to receive public comments and approve the Final FY 2025-2026 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs; and 2. Authorize the City Manager, or designee, to transmit the FY 2025-2026 CAPER to the United States Department of Housing and Urban Development (HUD) by the September 30, 2026. REPORTS OF OFFICERS
