MINUTES
3.1 Minutes of the City Council and Successor Agency to the Westminster
Redevelopment Agency.
RECOMMENDATION: Approve the minutes as presented for the dates listed below:
A. December 10, 2025 (Regular Meeting); and
B. March 25, 2026 (Regular Meeting); and
C. September 9, 2026 (Regular Meeting).
WARRANT REGISTER
3.2 City Council and Successor Agency Warrant Register dated September 17, 2026
through September 30, 2026.
RECOMMENDATION: Receive and file the report.
PROCLAMATIONS
3.3 Approval of Proclamations.
RECOMMENDATION: Approve the following proclamations:
A. Proclamation - Extra Mile Day - November 1, 2026; and
B. Proclamation - National Nurse Practitioner Week - November 8-14, 2026.
SECOND READING/ADOPTION OF ORDINANCE
3.4 Second Reading and Adoption of Ordinance No. 2641 to Revise Westminster
Municipal Code Chapter 2.48, Currently Entitled, “Emergency Services Council.”
RECOMMENDATION: Conduct second reading and adopt Ordinance No. 2641 entitled,
“AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
WESTMINSTER, CALIFORNIA, UPDATING CHAPTER 2.48 (EMERGENCY SERVICES
COUNCIL) OF TITLE 2 OF THE WESTMINSTER MUNICIPAL CODE REGARDING THE
DISASTER COUNCIL AND DECLARATIONS OF LOCAL EMERGENCIES,” read by title
only and waive full reading.
AGREEMENTS/PURCHASE ORDERS (UNDER $500,000)
3.5 Request to Approve Maintenance Agreements Related to IONNA Project Located at
6260 Westminster Blvd.
RECOMMENDATION:
A. Authorize the City Manager or designee to execute Project Specific Maintenance
Agreement with the State of California Department of Transportation; and
C. Authorize the City Manager or designee to execute a Maintenance and Indemnity
Agreement with IONNA, LLC and 6260 Westminster Blvd. LLC.
3.6 Award of Contract for the Roof Replacement Project at the Senior Center, Community
Services, and Council Chambers Buildings - Plan No: P-2678.
RECOMMENDATION:
A. Approve the award of contract to the lowest and responsible bidder in the amount
of $292,990.00 to Best Contracting Services, Inc. and that all other bids be
rejected; and
B. Authorize a 10% contingency in the amount of $29,299.00 for potential change
orders; and
C. Authorize the City Manager to execute the contract on behalf of the City.
ADMINISTRATIVE ITEMS
3.7 Revision to City Council Meeting Schedule for the Remainder of 2026.
RECOMMENDATION: Approve the cancelation of the Regular Meeting of November 11,
2026 (Veterans Day) and reschedule the meeting to November 18, 2026 as a Special
Meeting.
3.8 Special Event Permit Application from President Ngo Dinh Diem Memorial Society
and Coalition of the Republic of Vietnam Veteran Associations in Southern California
to hold a Memorial for President Ngo Dinh Diem on Sunday, November 1, 2026, at Sid
Goldstein Freedom Park, 14180 All American Way.
RECOMMENDATION: Approve the Special Event Permit Application, subject to the stated
conditions.
RESOLUTIONS
3.9 Goals and Policies Concerning the Use of the Mello-Roos Community Facilities Act
of 1982.
RECOMMENDATION: Staff recommends that the Mayor and City Council adopt a
Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY
OF WESTMINSTER, CALIFORNIA, ADOPTING GOALS AND POLICIES CONCERNING
THE USE OF THE MELLO-ROOS COMMUNITY FACILITIES ACT OF 1982.”
