Introduce and conduct first reading, waiving reading of the full text, Ordinance No. 2026-428 to protect Open Space by requiring four-fifths City Council approval to develop on lands designated Open Space - Resource Protection (OS-RP) under the City of Calabasas General Plan, with certain exceptions. 2.
