14B. Council initiated item from Deputy Mayor Jim O’Hara regarding discussing any action being taken by staff and action needed to address and take advantage of Governor Newsom’s statewide Emergency proclamation, and to additionally bring staff related sand replenishment actions and reports directly to the City Manager’s office to expedite decisions around sand replenishment and the Governor’s proclamation. Environmental Considerations: The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a "project" under Section 15061(b)(3) of the CEQA Guidelines because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. The action is also exempt from CEQA under Section 15378(b) (5) of the CEQA Guidelines because it involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment. Recommended Action: Discuss, providing direction to staff to evaluate and develop a proactive sand replenishment and erosion mitigation plan, to align with Governor Newsom's Emergency Proclamation for a potentially record- breaking El Niño winter. Discuss directing staff to address the following: 1. Report Current Beach Conditions 2. Explore Sand Replenishment Options 3. Implement Temporary Protective Measures 4. Coordinate with State & Regional Partners 5. Communicate the Developed Public Communication & Preparedness Plan 6.
