10. APPROVE CONSULTANT SERVICES AGREEMENT FOR ENGINEERING DESIGN SERVICES FOR RED HILL AVENUE REHABILITATION PROJECT Staff is recommending the City Council approve a Consultant Services Agreement with BKF Engineers for engineering design services for the Red Hill Avenue Rehabilitation Project from Bryan Avenue to Sycamore Avenue. Recommendation: That the City Council: 1. Approve the Consultant Services Agreement with BKF Engineers for Engineering Design Services and authorize the City Manager to execute the Agreement on behalf of the City; and 2. Appropriate $176,000.00 from Senate Bill 1 project funding currently included in the Capital Improvement Budget as planned for Fiscal Year 2027-2028.
