AUTHORIZE RELEASE OF REQUEST FOR PROPOSALS FOR SOLID WASTE COLLECTION SERVICES The City’s contract with CR&R Incorporated for residential and commercial solid waste services will expire on March 31, 2028. Section 4320a of the Tustin City Code requires City contracts for the collection of solid waste and recycling to be competitively bid at least every ten years to secure the best level of service at the lowest price practicable. On February 17, 2026, the City Council awarded a consultant services agreement to R3 Consulting Group, Inc. to assist staff with the preparation of a Request for Proposals to secure long-term, high-quality solid waste and recycling collection services. The Request for Proposals is complete, and staff is requesting City Council authorization to solicit proposals. Recommendation: That the City Council authorize staff to solicit proposals for solid waste collection services.
