(50) 13-0078-S2 CD 1 MOTION(HERNANDEZ - McOSKER) relative to amending the prior Council action on October 29,2024. Recommendation for Council action: APPROVE the following revised Recommendation #4 in lieu of any prior language to effectuate adjustments. 4. REQUEST the City Attorney to prepare and present the following ordinances for Council adoption: a. A draft ordinance with an Urgency Clause to amend the CASP to provide that the "Warehousing, Distribution, and Storage" use in the Use Classification Table in Section 2.1.D be amended to provide that the use requires a Conditional Use Permit for any project over 15,000 square feet. This draft ordinance is requested to be transmitted as a first priority over the other ordinances, in b. through d., below. b .. A draft ordinance to amend the CASP, in whole, with the proposed CASP, identified as Exhibit DI: Ordinance to Repeal the Existing CASP and Establish the Proposed CASP dated December 14, 2023, attached to the Council file. The ordinance shall include the following language: As deemed necessary by the Director of Planning, the DCP may prepare technical corrections to the ordinances adopted through Council file No. 13-0078-S3 to correct citations and typographical errors that do not result in substantive changes to the policies adopted by the City Council for the CASP Update (Council file No. 13-0078-S2) in their approval of the final ordinances, in consultation with the City Attorney. (1). Such technical corrections may include: i. Corrections to typographical errors and citations. ii. Stylistic and formatting consistency edits. iii. Corrections to ensure consistency between provisions. iv. Corrections to clarify the implementation of a provision. v. Corrections to illustrations or graphics to align with the text of the ordinance. vi. Corrections to map errors. (2) The DCP shall transmit any needed corrections to the City Council for final approval by Ordinance. The Ordinance does not need to be transmitted to the Los Angeles City Planning Commission. (3) This section shall be effective for one year from the effective date of this ordinance. c. A draft ordinance to repeal the CASP Floor Area Payment Trust Fund identified as Exhibit D4: Recission of the CASP Floor Area Payment Trust Fund Ordinance dated December 14, 2023, attached to the Council file. d. A draft Chapter lA Zoning Code ordinance identified as Exhibit El: Proposed Amendments to the New Zoning Code: Division 8.3 (Special Districts) dated December 14, 2023, attached to the Council file; with draft Chapter lA Zoning Code Maps identified as Exhibit E2: Proposed Amendments to the New Zoning Code: Targeted Planting Map and Special Lot Line Map dated December 14, 2023, attached to the Council file. e. The above draft ordinances incorporate the changes to Specific Plan regulations outlined in the Director of Planning's Technical Memo dated September 25, 2024, attached to the Council file, as applicable.
