(19) 26-1315 CD 1 ARTS, PARKS, AND CITY FACILITIES COMMITTEE REPORT relative to a Right-of-Entry License Agreement between the Department of Animal Services (DAS) and betterTogether Forever for animal intervention services at the North Central Animal Services Center, located at 3201 Lacy Street. Recommendation for Council action: AUTHORIZE the General Manager, DAS, or designee, to execute a Right-of-Entry License Agreement with betterTogether Forever (Permittee) to provide animal intervention services at the North Central Animal Services Center, located at 3201 Lacy Street, for a period beginning September 1, 2026 through August 31, 2028, subject to the approval of the City Attorney as to form. Fiscal Impact Statement: The City Administrative Officer (CAO) reports that approval of the recommendation in the report will not result in a fiscal impact to the General Fund, and will authorize the DAS to execute a Right-of-Entry License Agreement with the Permittee to provide animal intervention services to the DAS and City residents. The DAS anticipates receiving services by the Permittee valued at $319,000 over the two-year term. Financial Policies Statement: The CAO reports that recommendation stated in the report is not applicable to the City’s Financial Policies, as there are no direct costs or expenditure of funds associated with the execution of the Agreement.
