8. Approve a Master Agreement with seven contractors, each in an amount not to exceed\n$2,000,000 per Work Order package, with a limit per contractor of $4,000,000 in total awards\nduring each fiscal year of the agreement term, for street maintenance, construction, and\nimmediate response each for a two year term, with up to two additional two-year terms;\nauthorize the Public Works Director, to execute the agreements with the contractors and such\nother contractors pre-qualified by the City in the future during the term of the Master Agreement;\nauthorize the Public Works Director, or designee, to take the necessary actions to implement\nand administer the Master Agreement; authorize de minimis changes that do not substantially\nchange the terms and conditions of the Master Agreement, as determined by the City Attorney’s\nOffice; and determine that the projects to be performed under the Master Agreement are\ncategorically exempt under the California Environmental Quality Act, Sections 15301 and 15302\nof Title 14 of the California Code of Regulations [PALP, Inc., dba Excel Paving Company; Onyx\nPaving Company, Inc.; Hardy & Harper, Inc.; Roy Allan Slurry Seal, Inc.; R.J.
