13. CONTRACT AMENDMENT: PROFESSIONAL CONSULTING SERVICES FOR\nPREPERATION OF THE CITY’S OFFICIAL REPORTS FOR THE U.S. DEPARTMENT\nOF HOUSING AND URBAN DEVELOPMENT (HUD) – F2M19-36, C2M22-49, M2M24-\n57\nIn September 2022, the City Council awarded a contract to Veronica Tam & Associates\nfor consulting and reporting related to the administration of the City’s Community\nDevelopment Block Grant Funds (CDBG) and HOME Programs. The City is currently\nexperiencing a greater need for consulting support for a variety of other programming\nrequirements including public notices, presentations to the HCDA Committee or the City\nCouncil, coordinating with the Los Angeles HUD Field Office, reporting under the\nIntegrated Disbursement Information System (IDIS); consulting with other Departments\non CDBG and HOME requirements, monitoring subrecipients for compliance,\ndocumentation, and other similar tasks as required for full program compliance. An\nestimated 104 hours are anticipated through the end of this Fiscal Year while another 416\nhours are possible for Fiscal Year 2024-2025. Veronica Tam & Associates has a long\nhistory with Alhambra, and, therefore, has a strong understanding of the City’s housing\nand development needs and direction. Staff recommends the City Council authorize an\nAmendment to the contract with Veronica Tam & Associates to provide HUD consulting\nservices for the City’s CDBG and HOME Programs, as needed.\nRecommended Action: City Council approve a contract amendment, subject to final\nlanguage approval by the City Manager and City Attorney, by and between the City of\nAlhambra and Veronica Tam & Associates for additional professional services in the\namount of $14,560 in FY 2023-24 and $60,320 in FY 2024-25 for a contract total not to\nexceed $201,180 for the preparation of the City of Alhambra’s Consolidated Plan, Annual\nAction Plan(s), Consolidated Annual Performance Report(s) (CAPER), the Analysis of\nImpediments to Fair Housing, and professional staff assistance; and, direct staff to\nundertake the steps necessary to finalize Council’s action.
