CONTRACT AMENDMENT: PARKING CITATION PROCESSING SERVICES – F2M20-\n29, C2M20-36, M2M24-54\nOn August 10, 2020, City Council awarded a contract with Duncan Solutions dba\nProfessional Account Management LLC for parking citation processing services for the\nperiod November 1, 2020 through June 30, 2025 in an amount not to exceed $999,002.40.\nOn February 28, 2022, the City Council approved a first contract amendment for an\namount not to exceed $1,354,860.19 for the implementation of a virtual permitting system\nfor annual and overnight parking. During the implementation process, staff proposed\nconverting temporary permits to a virtual system, which was not initially budgeted for. The\nconversion requires additional expenses of $89,827.18 to cover the Application\nProgramming Interface (API) and convenience fees, which the City will cover during the\nduration of the contract.\nRecommended Action: City Council approve a Second Amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the parking citation\nprocessing services agreement with Ducan Solutions dba Professional Account\nManagement, LLC (C2M20-36) for an additional $89,827.18 in an amount not to exceed\n5\n4-8-24\n$1,444,687.37 through June 30, 2025; and, direct staff to undertake the steps necessary\nto finalize Council’s action. AWARD CONTRACT: PURCHASE OF SELF-CONTAINED BREATHING APPARATUS\n(SCBA) – F2M24-6B, C2M24-20, M2M24-55\nThe use of Self-Contained Breathing Apparatus (SCBA) is a required piece of Personal\nProtective Equipment (PPE), per the National Fire Protection Association. Wearing\nappropriate respiratory protection is essential for safety and well-being. The Alhambra Fire\nDepartment staff is currently using SCBAs that are 15 years old and have exceeded their\nexpected useful life. Staff is seeking to purchase new SCBAs through a cooperative\npurchase agreement. A cooperative purchase is allowable per Alhambra Municipal Code\n3.36.080 section B3. Sourcewell awarded contract #032620-LNC to L.N. Curtis & Sons on\nMay 5, 2020. Sourcewell bid specifications included an option for purchasing SCBAs,\nincluding related accessories and Personal Protective Equipment (PPE). Staff is\nrecommending purchasing the SCBAs utilizing this Sourcewell option.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to L. N. Curtis & Sons in an amount not\nto exceed $766,939.77 for the purchase of new Self-Contained Breathing Apparatus\n(SCBA) and accessories; and, direct staff to undertake the steps necessary to finalize the\nCouncil’s action. AWARD CONTRACT: PURCHASE OF RESCUE TOOLS FOR NEW FIRE\nDEPARTMENT TRUCK – F2M24-6B, C2M24-21, M2M24-56\nWestern Extrication Specialists specializes in high-quality extrication tools, services, and\ntraining to customers. It is imperative that the Fire Department’s new truck is outfitted with\nfire and rescue equipment, technology, and the functional features of today’s fire trucks.\nThe Fire Department’s apparatuses are outfitted with Holmatro rescue tools, which are\ninterchangeable with the Holmatro tools that are being acquired. Maintaining the use of\nHolmatro tools will enhance compatibility, minimize errors, and reduce confusion during\nemergencies. It is important that all apparatuses be outfitted with comparable tools to\nultimately improve the Fire Department’s ability to respond to emergencies. Pursuant to\nAlhambra Municipal Code 3.36.080 (B)(2), the purchase method may be dispensed when\nthe equipment can only be obtained from one source (sole source). Therefore, staff\nrecommends the City Council award a contract to Western Extrication Specialists, the sole\nHolmatro dealer for California, and waive the bid process.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and the City Attorney, to Western Extrication Specialists,\nInc. for the purchase of rescue tools for the new fire truck, in an amount not to exceed\n$85,135.77; and, direct staff to undertake the steps necessary to finalize the Council’s\naction. 13. CONTRACT AMENDMENT: PROFESSIONAL CONSULTING SERVICES FOR\nPREPERATION OF THE CITY’S OFFICIAL REPORTS FOR THE U.S. DEPARTMENT\nOF HOUSING AND URBAN DEVELOPMENT (HUD) – F2M19-36, C2M22-49, M2M24-\n57\nIn September 2022, the City Council awarded a contract to Veronica Tam & Associates\nfor consulting and reporting related to the administration of the City’s Community\nDevelopment Block Grant Funds (CDBG) and HOME Programs. The City is currently\nexperiencing a greater need for consulting support for a variety of other programming\nrequirements including public notices, presentations to the HCDA Committee or the City\nCouncil, coordinating with the Los Angeles HUD Field Office, reporting under the\nIntegrated Disbursement Information System (IDIS); consulting with other Departments\non CDBG and HOME requirements, monitoring subrecipients for compliance,\ndocumentation, and other similar tasks as required for full program compliance. An\nestimated 104 hours are anticipated through the end of this Fiscal Year while another 416\nhours are possible for Fiscal Year 2024-2025. Veronica Tam & Associates has a long\nhistory with Alhambra, and, therefore, has a strong understanding of the City’s housing\nand development needs and direction. Staff recommends the City Council authorize an\nAmendment to the contract with Veronica Tam & Associates to provide HUD consulting\nservices for the City’s CDBG and HOME Programs, as needed.\nRecommended Action: City Council approve a contract amendment, subject to final\nlanguage approval by the City Manager and City Attorney, by and between the City of\nAlhambra and Veronica Tam & Associates for additional professional services in the\namount of $14,560 in FY 2023-24 and $60,320 in FY 2024-25 for a contract total not to\nexceed $201,180 for the preparation of the City of Alhambra’s Consolidated Plan, Annual\nAction Plan(s), Consolidated Annual Performance Report(s) (CAPER), the Analysis of\nImpediments to Fair Housing, and professional staff assistance; and, direct staff to\nundertake the steps necessary to finalize Council’s action. 14. ADOPTION OF THE 2024 STRATEGIC PLAN – F2M24-33, M2M24-58\nThe City Council, City Manager, Department Heads and Facilitator William Kelly of Kelly\nAssociates Management Group held a Special Council Meeting for a Strategic Planning\nSession on March 13, 2024 to update the City’s current Strategic Plan (adopted in April\n2023). Following the meeting, staff met to review the Council’s goals and objectives and\ndiscuss strategy and status of the new and updated strategic plan ideas with detailed goals\nand metrics to guide staff. On March 21, 2024, the City Council held a second special\nCouncil meeting to review all of the items on the updated 2024 Strategic Plan. The 2024\nStrategic Plan contains six Goals, defined: Goal 1: Enhance Public Safety; Goal 2:\nImprove Infrastructure and Mobility; Goal 3: Create a Strong Financial Base and Strong\nEconomic Base (Economic Development); Goal 4: Enhance Transparency and Open\nGovernance; Goal 5: Promote Sustainability; and, Goal 6: Improve Housing Opportunities.\nStaff will bring updates on the 2024 Strategic Plan to the Council on a quarterly basis.\nRecommended Action: City Council adopt the 2024 Strategic Plan and direct staff\nto undertake the steps necessary to finalize Council’s action. 17. INITIATION OF THE PROCESS FOR THE CONDUCT OF THE NOVEMBER 5, 2024\nALHAMBRA GENERAL MUNICIPAL ELECTION – F2M24-38, O2M24-4829\nStaff requests the City Council consider adoption of an ordinance calling the General\nMunicipal Election in the City of Alhambra to be held on November 5, 2024 to be\nconsolidated with the Statewide General Election to be held that same date for the\npurpose of submitting to the qualified voters the following named officers: Councilperson\nof the Third District, full term and Councilperson of the Fourth District, full term; and, to\ntake any and all actions necessary at this time to start the election process as more fully\ndiscussed in the City Clerk’s April 8, 2024 report.\nRecommended Action: City Council declare introduced for its first reading the\nfollowing ordinance entitled:\nOrdinance No. O2M24-4829: An Ordinance of the Alhambra City Council providing\nfor a General Municipal Election in said city to be held on November 5, 2024 and\nproviding for the consolidation of the General Municipal Election with the Statewide\nGeneral Election, said election being held for the election of the following city officials,\nto wit: Councilperson of the Third District, full term; and, Councilperson of the Fourth\nDistrict, full term which ordinance will return for a second reading and adoption at the next regular Council meeting.

2. COMMENDATIONS: ALHAMBRA HIGH SCHOOL ACADEMIC DECATHLON TEAM –\nF2M24-3\nMayor Maza and the Alhambra City Council wish to congratulate and commend the\nAlhambra High School 2024 Academic Decathlon Team for reaching the California State\nAcademic Decathlon Competition. The Team took first place out of 63 teams in the 47th\nannual Los Angeles County Academic Decathlon after an outstanding performance in 10\nsubject areas. The Team’s victory led them to compete at the State level where they\nplaced third among high school teams from across California, and were the first team from\nAlhambra High School to advance to the State level. The Team scored a total of more\nthan 43,000 points and took home 18 medals. The AHS Academic Decathletes are to be\ncommended for their perseverance and dedication to scholastic excellence and the City\nof Alhambra celebrates their accomplishments. Mayor Maza will present commendations\nto the AHS 2024 Academic Decathlon Team members and coach. 3. COMMENDATION: ALHAMBRA ROTARY CLUB – DONATION OF BRONZE ART\nPIECE – F2M24-3\nMayor Maza and the Alhambra City Council wish to commend the Alhambra Rotary Club\nfor their generous donation of a bronze art piece displayed in front of the Alhambra Civic\nCenter Library. The sculpture, depicting two children seated on a small bench enjoying a\nbook, celebrates reading at all ages and commemorates the Alhambra Rotary Club’s 100th\nAnniversary. The Alhambra Rotary Club was founded in April of 1924 to fulfill the mission\nof the Rotary Club International organization to provide service to others, promote\nintegrity, and advance world understanding, goodwill, and peace through their fellowship\nof business, professional, and community leaders. Over its long history, the Alhambra\nRotary Club has not only instituted many of their own charitable events and programs, but\nhas contributed their support to numerous City programs. The City of Alhambra is pleased\nto commend the Alhambra Rotary Club for their generosity and commitment to the\nbetterment of the community. RESOLUTION AUTHORIZING THE COMMUNITY DEVELOPMENT DIRECTOR AS\nAPPROVING OFFICER FOR DETERMINATIONS OF PUBLIC CONVENIENCE OR\nNECESSITY FOR THE DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL –\nF2M24-16, R2M24-11\nThe State Department of Alcoholic Beverage Control (ABC) is responsible for\nadministering licenses for the sale of alcoholic beverages. Pursuant to Section 23958 of\nthe California Business and Professions Code, ABC shall deny an application for a license\nif issuance would result in or add to an undue concentration of licenses. Currently, the\nAlhambra Planning Commission is designated to make Public Convenience or Necessity\n(PCN) determinations regarding ABC license applications where undue concentration\nexists. The PCN finding is typically included as part of the Planning Commission\nResolution approving any entitlement applications, such as a Conditional Use Permit,\nrequired for the ABC license. The adopted Planning Commission resolution is then\nprovided to ABC as the City’s formal PCN determination. With the recent adoption of the\ncomprehensive Zoning Code update, certain ABC licenses, including Type 20 and 21 off-\nsale licenses, will no longer require Conditional Use Permits and therefore, would no\nlonger require review by the Planning Commission. Consistent with the changes adopted\nas part of the Zoning Code update, staff is recommending the City Council delegate to the\nCommunity Development Director the authority to make PCN determinations for ABC\nlicenses, and delegate to the Community Development Director the authority to issue PCN\nletters after a determination is made.\nRecommended Action: City Council adopt Resolution No. R2M24-11 entitled: A\nResolution of the City Council of the City of Alhambra, California, designating the\nCommunity Development Director as the authority for determining Public Convenience or\nNecessity for the Department of Alcoholic Beverage Control, and authorizing the\nCommunity Development Director to issue Letters of Public Convenience or Necessity\nafter a determination is made

7. AUTHORIZE RFP: CITY HALL LOBBY ATTENDANT SERVICES – F2M20-43,\nRFP2M24-7\nThe Lobby Attendant is responsible for directing City Hall visitors to the appropriate City\nDepartments and/or personnel. The Lobby Attendant also conducts regular patrols of the\nCity Hall and Library facilities, including parking structure, staircases, elevators, and\nadjacent court yards. At the close of business, the Lobby Attendant secures and locks\nthe public entry and exit doors. The City currently contracts with A.G. Coast, Inc., DBA\nCalifornia Panther Security and the contract terminates on June 30, 2024. Staff is\nrecommending the City Council authorize a request for proposals to ensure ongoing\nsecurity support of City Hall facilities.\nRecommended Action: City Council authorize staff to solicit proposals for Lobby\nAttendant services for Alhambra City Hall; and, direct staff to undertake the steps\nnecessary to finalize Council’s action.

8. AUTHORIZE RFP: PROFESSIONAL CONSULTANT SERVICES FOR THE HVAC\nDESIGN AT ALHAMBRA FIRE STATION 71 – F2M22-31, RFP2M24-9\n4\n4-8-24\nFire Station 71 is headquarters for the Alhambra Fire Department. The existing HVAC\nsystem, which is the original 1966 design, is no longer capable of adequately and\nefficiently cooling and heating the building. In February 2023, a consultant was contracted\nto conduct a complete assessment of Fire Station 71. Based on the recommendations of\nthe assessment of the existing HVAC equipment, staff is seeking City Council approval to\nsolicit proposals for professional design services to redesign and replace the existing\nHVAC system.\nRecommended Action: City Council authorize staff to solicit proposals for\nprofessional design services for Heating, Ventilation, and Air Conditioning (HVAC) at\nAlhambra Fire Station 71, with proposals due no later than April 25, 2024; and, direct staff\nto undertake steps necessary to finalize Council’s action.

AWARD CONTRACT: ASBESTOS ABATEMENT AT THE FORMER LIBRARY\nSATELLITE BUILDING – 2025 SOUTH FREMONT AVENUE – F2M24-23, N2M24-20,\nC2M24-23, M2M24-53\nOn February 12, 2024, the City Council approved the distribution of a Notice Inviting Bids\nfor the Environmental Asbestos Abatement at the Former Library Satellite Building at 2025\nSouth Fremont Avenue. This Project will include the removal of asbestos-containing\nmaterials such as roof mastic, duct mastic, and vinyl floor tiles. On March 14, 2024, the\nCity Clerk received three bids for the Project. The bid received from Resource\nEnvironmental, Inc. was the lowest responsive bid.\nRecommended Action: City Council award a contract, subject to the final language\napproved by the City Manager and City Attorney, to Resource Environmental, Inc. in the\namount of $22,000 for the Environmental Asbestos Abatement at the former Library\nSatellite building at 2025 South Fremont Avenue; and, direct staff to take the steps\nnecessary to finalize Council’s action.
