12. CONSIDERATION TO ESTABLISH A LOCAL HOUSING TRUST FUND\nRecommendations:\n(1) Adopt the Resolution titled “A RESOLUTION OF THE CITY COUNCIL OF\nTHE CITY OF LAGUNA BEACH, CALIFORNIA, ESTABLISHING THE CITY\nOF LAGUNA BEACH LOCAL HOUSING TRUST FUND, ADOPTING THE\nUNIFORM MULTIFAMILY REGULATIONS, AUTHORIZING THE CITY\nMANAGER TO APPLY FOR AND EXECUTE AGREEMENTS FOR GRANTS\nRELATED TO THE LAGUNA BEACH LOCAL HOUSING TRUST FUND, AND\nAUTHORIZING THE CITY MANAGER TO ISSUE A NOTICE OF FUNDING\nAVAILABILITY OF EXISTING HOUSING IN-LIEU FUNDS AND HOUSING\nFUNDS AND ANTICIPATED LOCAL HOUSING TRUST FUNDS” to:\na. Establish the Laguna Beach Local Housing Trust Fund;\nb. Adopt administrative guidelines;\nc. Adopt the Uniform Multifamily Regulations;\nd. Authorize the City Manager to apply for and execute agreements for\ngrants related to the Laguna Beach Local Housing Trust Fund;\n(2) Authorize the City Manager to issue a Notice of Funding Availability of existing\nHousing In-Lieu Funds and Housing Funds, and of anticipated Local Housing\nTrust Fund funding; and\n(3) Direct staff to return to City Council on May 14, 2024, with results of the\nNotice of Funding Availability and a request to issue letters of intent.\nCOUNCILMEMBER ITEM
