CONSIDERATION AND APPROVAL OF ORDINANCE NO. 1271,\nADOPTING ZONE CODE AMENDMENT NO. 24-01 TO IMPLEMENT A\nCOMPREHENSIVE ZONING CODE UPDATE\nA Zone Code Amendment to Repeal and Replace Title 17 — Zoning with\nupdated, and streamlined comprehensive Zone Code Update (Title 17Zoning)\nRECOMMENDED ACTION: Staff recommends the City Council:\n1. Conduct a public hearing;\n2. Take public testimony;\n3. Waive first reading and introduce Ordinance No. 1271, adopting zone\ncode amendment no. 24-01 to implement a comprehensive zoning\ncode update; and\n4. Schedule said ordinance for adoption at the next regular city council\nmeeting.\nENVIRONMENTAL ANALYSIS: The action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378. Revising the allocation of\nfederal funds is an administrative action that would not cause either a\ndirect physical change in the environment or a reasonably foreseeable\nindirect physical change in the environment. Therefore, the proposed\naction is not a “project” subject to CEQA, as defined in Section 21065 of\nCEQA and Section 15378 of the State CEQA Guidelines. Since the action\nis not a project subject to CEQA, no environmental document is required.\n9. GENERAL BUSINESS - None\n10. COMMITTEE REPORTS, INCLUDING AB 1234 REPORTS\nAB 1234, section 53232.3(d) requires Members of a legislative body to provide\nbrief reports on meetings attended at the expense of the local agency (i.e.,\nLeague of California Cities Conferences, ICSC conferences, etc.) at the next\nregular meeting of the legislative body.\n11.
