7.c. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-143,\nAWARDING A CONTRACT SERVICES AGREEMENT TO BASE HILL,\nINC. FOR JANITORIAL MAINTENANCE SERVICES\nStaff seeks City Council approval to award a Contract Services Agreement\nto Base Hill, Inc. for Janitorial Maintenance Services.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Find that the proposed action is not a project subject to the California\nEnvironmental Quality Act (CEQA) pursuant to Section 20165 of CEQA\nand Sections 15060(c)(2), 15060(c)(3), and 15378 of the State CEQA\nGuidelines and, as such, no environmental document pursuant to\nCEQA is required;\n2. Adopt Resolution No. 24-143, awarding an agreement to Base Hill, Inc.\nfor Janitorial Maintenance Services in the amount of $450,000; and\n3. Authorize the City Manager or designee to negotiate and execute the\nagreement.\nENVIRONMENTAL ANALYSIS: The action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378. Entering into an agreement\nfor janitorial maintenance services is an administrative action that would\nnot cause either a direct physical change in the environment or a\nreasonably foreseeable indirect physical change in the environment.\nTherefore, the proposed action is not a “project” subject to CEQA, as\ndefined in Section 21065 of CEQA and Section 15378 of the State CEQA\nGuidelines. Find that the proposed action is not a project subject to the California\nEnvironmental Quality Act (CEQA) pursuant to Section 20165 of CEQA\nand Sections 15060(c)(2), 15060(c)(3), and 15378 of the State CEQA\nGuidelines and, as such, no environmental document pursuant to\nCEQA is required;\n2. CONSIDERATION AND APPROVAL OF RESOLUTIONS 24-145\nthrough 24-148 CREATING NEW CLASSIFICATIONS AND UPDATING\nCERTAIN JOB DESCRIPTIONS\nApproval of the attached resolutions would create the new classifications\nof Human Resources Administrative Assistant, Fleet Mechanic, Public\nWorks Administrative Assistant, and Senior Executive\nAssistant/Community Liaison and associated compensation ranges. The\njob title of Personnel Analyst would be changed to Human Resources\nAnalyst, the HR/Risk Manager would be changed to Director of Human\nResources & Risk Management, Equipment Mechanic would be changed\nto Fleet Mechanic, Administrative Clerk Public Works would be changed to\nPublic Works Administrative Assistant, and Senior Executive Assistant\nwould be changed to Senior Executive Assistant/Community Liaison.\nAdditionally, updates and revisions to the current Class specifications for\nFleet Mechanic, Public Works Administrative Assistant and Senior\nExecutive Assistant/Community Liaison would be approved.\nRECOMMENDED ACTION: Staff recommends the City Council adopt\nResolutions No. 24-145 through 24-148 adding the positions of Human\nResources Analyst, Human Resources Administrative Assistant, Fleet\nMechanic, Public Works Administrative Assistant and Senior Executive\nAssistant/Community Liaison; changing job title of HR/Risk Manager to\nDirector of Human Resources & Risk Management, Personnel Analyst to\nHuman Resources Analyst, Administrative Clerk Public Works to Public\nWorks Administrative Assistant, Senior Executive Assistant to Senior\nExecutive Assistant/Community Liaison; as well as updating/revising the\nclass specification of Fleet Mechanic.\n8. CONSIDERATION AND APPROVAL OF ORDINANCE NO. 1271,\nADOPTING ZONE CODE AMENDMENT NO. 24-01 TO IMPLEMENT A\nCOMPREHENSIVE ZONING CODE UPDATE\nA Zone Code Amendment to Repeal and Replace Title 17 — Zoning with\nupdated, and streamlined comprehensive Zone Code Update (Title 17Zoning)\nRECOMMENDED ACTION: Staff recommends the City Council:\n1. Conduct a public hearing;\n2. Take public testimony;\n3. Waive first reading and introduce Ordinance No. 1271, adopting zone\ncode amendment no. 24-01 to implement a comprehensive zoning\ncode update; and\n4. Schedule said ordinance for adoption at the next regular city council\nmeeting.\nENVIRONMENTAL ANALYSIS: The action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378. Revising the allocation of\nfederal funds is an administrative action that would not cause either a\ndirect physical change in the environment or a reasonably foreseeable\nindirect physical change in the environment.
