2. Hearing on Ordinances Amending County Code, Title 8 - Consumer\nProtection, Business and Wage Regulations\nRevised hearing on ordinances for introduction, amending County Code,\nTitle 8 - Consumer Protection, Business and Wage Regulations Code, by\nadding Chapter 8.53 - Rental Housing Inspection Habitability Program,\nwhich creates a new systematic inspection program that requires all rental\nhousing properties within the unincorporated areas of the County to be\nroutinely inspected once every four years , with an annual program fee\namount of $86, per unit per year, and Chapter 8.55 - Rent Escrow Account\nProgram (REAP), which establishes an additional method to obtain\ncompliance when a rental housing property fails to correct violations in a\ntimely manner and allows for a hearing officer to place a property into\nREAP, and order rent reductions based on the severity of the violations,\nwith an administrative fee to be billed monthly to landlords for every housing\nuntil placed in REAP until REAP is terminated, and both ordinances\nestablish an enforcement and appeals process, including imposition of fees,\nfines and penalties for noncompliance provides for a determination of rent\nreductions for rental housing properties that do not timely correct violations\nof habitability standards, with an administrative fee of $137 per rental\nhousing until per month placed into REAP; authorize the Director of\nConsumer and Business Affairs to execute one or more, competitively\nsolicited contract(s), at a combined total amount of $486,000 per year, for\nthe provision of tenant and landlord outreach, training and education\nservices under the REAP ordinance, effective upon the date of execution\nthrough June 30, 2028, with an option to extend thereafter for two additional\none-year terms; and authorize the Directors of Public Health and Consumer\nand Business Affairs to execute one or more competitively solicited\ncontract(s), or amend existing service contracts related to the\nimplementation of the ordinances, effective upon date of execution through\nJune 30, 2025, with contract maximum obligations not to exceed $300,000\nper service contract, funded by program fees and/or budgeted support for\ndevelopment and start-up costs for the first year of implementation.\n(Departments of Public Health and Consumer and Business Affairs)\n(Continued from the meeting of 3-12-24) (24-0831)
