16. Resolution for Addendum to Previously Certified General Plan\nEnvironmental Impact Report and Ordinance for General Plan\nAmendment, Zone Change, and Zone Text Amendment for the\nImplementation of Housing Element Program No. 6 (Provision of Adequate\nSites) and Program No. 9 (El Segundo Municipal Code Amendments), to\nIncrease the Allowable Density and Adopt New Objective Development\nStandards in the R3 Zone and Housing Element Sites Inventory Sites\nRecommendation -\n1. Adopt a resolution adopting an addendum (Environmental Assessment\nNo. EA 1344) to the Certified Environmental Impact Report for the\npreviously certified General Plan for General Plan Amendment No. GPA\n23-01, Zone Change No. ZC 23-01, and Zone Text Amendment No. 2301\npursuant to CEQA Guidelines § 15162 as the proposed modifications\nwould not trigger the conditions therein that would result in any new\nsignificant impacts or a substantial increase in the severity of previously\nidentified significant impacts.\n2. Waive the first reading and introduce an ordinance adopting Zone\nChange No. ZC 23-01 and Zone Text Amendment No. 23-01.\n7\n3. Schedule a second reading of the ordinance for the May 7, 2024 regular\nCity Council meeting or as thereafter feasible.\n4. Alternatively, discuss and take other action related to this item.
