13. AUTHORIZE RFP: PROFESSIONAL CONSULTING SERVICES TO PREPARE\nOBJECTIVE DESIGN STANDARDS AND DESIGN GUIDELINES — F2M24-42,\nRFP2M24-10\nThe City Council's 2024 Strategic Plan identifies the creation of design guidelines for multifamily dwellings, as well as commercial and mixed-use buildings, as one objective of the\noverarching goal of improving housing opportunities in the City. To achieve this Strategic\nPlan objective, Staff is seeking to solicit proposals for professional consulting services to\nassist with the preparation of citywide objective design standards and design guidelines.\nThe RFP identifies the scope and services required for this endeavor with details provided\non the expectations of the consultant, including a recommendation for appropriate\ncommunity outreach and if necessary, phasing of the project. The primary focus of the\nproject is to have the appropriate standards and guidelines in place that will foster greater\narchitectural compatibility throughout the City and the cultivation of neighborhood\nidentities through design. The project deliverables will be used to enhance and\nsupplement the objective design standards in the City’s Zoning Ordinance.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals for professional consulting services to assist in the preparation of citywide\ndesign standards and design guidelines.
