ACCEPTANCE OF FY 2023 URBAN AREA SECURITY INITIATIVE GRANT AND\nAPPROPRIATION OF GRANT REVENUES AND EXPENDITURES — F2M1-106,\nC2M24-22, M2M24-62\nAs a designated Core City, the City of Los Angeles is eligible for additional funding through\nthe Urban Area Strategic Security Initiative (UASI) Grant Program that is administered by\nthe Department of Homeland Security. In addition to the Core City, individual cities that\nare contiguous to the City of Los Angeles are also eligible for funding. The Police and Fire\n_Departments jointly submitted a grant request for $452,298.00 to the Approval Authority\nwho administers the UAS! Grant Program and the request was approved for $146,818.00\nallocated to the Police Department and $305,480.00 allocated to the Fire Department.\nFunding will be used to purchase software licensing for the Police Department's\nAutomated License Plate Reader (ALPR) program and for the purchase of an armored\npolice rescue vehicle for shared use by Alhambra, South Pasadena and Monterey Park.\nThe funds awarded to the Fire Department will be used for Urban Search and Rescue\nequipment and training as well as for sustainment and maintenance of the Alhambra Fire\nTraining Facility.\nRecommended Action: Accept the 2023 Urban Area Strategic Security Initiative\nGrant (UASI) in the amount of $452,298.00; direct the Finance Director to amend the City’s\n2023-2024 Adopted Budget by increasing the Police Department revenue by $146,818.00\nin account 101.20.42399 and appropriating $146,818 in account 101.20.2010.99399 and\nincreasing the Fire Department revenue by $305,480.00 in account 101.30.42399 and\nappropriating $305,480.00 in account 101.30.3610.99399; and, direct staff to undertake\nthe steps necessary to finalize Council’s action. AWARD CONTRACT: GRANTS MANAGEMENT SOFTWARE — F2M24-41, C2M24-24,\nM2M24-63\nUnder the City’s 2021-22 Strategic Plan, the City Council emphasized securing grant\nfunding for a variety of projects, needs, and interests of the City. Staff is requesting a\ninvestment in a grant management systems to facilitate the centralization of grant\ninformation; to monitor compliance including reporting and project progress; and to ease\nthe search for new grant opportunities, particularly in relation to grants that align with the\nCity’s strategic priorities. There are several public agencies currently utilizing eCivis to\nhelp manage their grants portfolio. The product is a fully integrated cloud-based system\nthat propels the grants management lifecycle. City Departments can login the system to\nhelp research and maintain the City’s grant information. Staff is seeking to procure the\ngrants software system via cooperative purchase, allowable under Alhambra Municipal\nCode Section 3.36.080(B)(3). Carahsoft Technology Corporation offers products and\nservices from eCivis under GSA Contract No. 47QSWA18DO08F. The contract period for\nthe GSA contract is from August 2018 through August 2028; therefore, the City can\npiggyback for this grant management system under this procurement.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to eCivis Inc. for the implementation and\nsubscription of grants management software, in the amount of $32,775 for one year with\nfour one-year extensions through April 2029; authorize the City Manager to execute the\ncontract and annual extensions pursuant to satisfactory performance; and, direct staff to\nundertake the steps necessary to finalize Council’s action. 12. | RESOLUTION DELEGATING AUTHORITY TO SUBMIT EMPLOYER ORIGINATED\nDISABILITY APPLICATIONS TO THE CALIFORNIA PUBLIC EMPLOYEES’\nRETIREMENT SYSTEM — F2M24-2, R2M24-12\nAn application for a CalPERS disability or industrial disability retirement may be initiated\nby an employee or an employer. In the past, CalPERS accepted Employer Originated\nApplications submitted by City staff. However, CalPERS recently notified the City that in\norder to maintain the status quo and accept Employer Originated Disability Applications,\nthe City Council must first officially delegate authority to staff via a resolution, per\nGovernment Code Section 21152. Therefore, staff requests that the City Council adopt a\nresolution delegating authority to the City Manager and Director of Human Resources &\nRisk Management to submit Employer Originated Disability Applications.\nRecommended Action: City Council adopt Resolution No. R2M24-12 entitled: A\nResolution of the Alhambra City Council delegating authority to submit Employer\nOriginated Disability Applications to CALPERS

AUTHORIZE RFP: PROFESSIONAL CONSULTING SERVICES TO PREPARE\nOBJECTIVE DESIGN STANDARDS AND DESIGN GUIDELINES — F2M24-42,\nRFP2M24-10\nThe City Council's 2024 Strategic Plan identifies the creation of design guidelines for multifamily dwellings, as well as commercial and mixed-use buildings, as one objective of the\noverarching goal of improving housing opportunities in the City. To achieve this Strategic\nPlan objective, Staff is seeking to solicit proposals for professional consulting services to\nassist with the preparation of citywide objective design standards and design guidelines.\nThe RFP identifies the scope and services required for this endeavor with details provided\non the expectations of the consultant, including a recommendation for appropriate\ncommunity outreach and if necessary, phasing of the project. The primary focus of the\nproject is to have the appropriate standards and guidelines in place that will foster greater\narchitectural compatibility throughout the City and the cultivation of neighborhood\nidentities through design. The project deliverables will be used to enhance and\nsupplement the objective design standards in the City’s Zoning Ordinance.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals for professional consulting services to assist in the preparation of citywide\ndesign standards and design guidelines.

AWARD CONTRACT: ECONOMIC AND MARKET ANALYSIS CONSULTING\nSERVICES — F2M24-20, RFP2M24-1, C2M24-25, M2M24-65\nOn January 8, 2024, the City Council authorized the distribution of a Request for Proposals\n(RFP) to prospective firms and consultants to conduct economic and market analysis\nservices for the Economic Development Action Plan. The City received nine proposals.\nStaff evaluated all proposals, interviewed three proposers and selected ECONorthwest as\nthe most qualified consultant. Staff reviewed and evaluated the proposals based on the\nRFP requirements, which included understanding of the project scope, approach and\nmethodology, experience with economic development and project cost.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to ECONorthwest for economic and\nmarket analysis consulting services in an amount not to exceed $75,000 over two years;\nand, direct staff to undertake the steps necessary to finalize Council’s action. AWARD CONTRACT: PROFESSIONAL CONSULTING SERVICES TO DEVELOP THE\nLOCAL HAZARD MITIGATION PLAN - F2M23-70, RFP2M23-25, C2M24-26, M2M24-66\nOn October 9, 2023 the City Council accepted the grant for a Hazard Mitigation Assistance\ngrant in the amount of $135,450, with a match commitment of $15,050 from the Hazard\nMitigation Grant Program funded by FEMA and the State of California Governor’s Office\nof Emergency Services through subawards. On October 23, 2023 the City Council\napproved the distribution of a Request for Proposals RFP2M23-25 for professional\nconsulting services to develop the LHMP. A total of six proposals were accepted by the\ndue date of February 6, 2024. Staff reviewed and evaluated the proposals based on the\nrequirements of the RFP, which included Responsiveness to RFP, Experience and\nKnowledge of Entity and Personnel, Project Approach, and Costs. Black & Veatch\nCorporation was selected because it best suited the City’s needs.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, in the amount not to exceed $144,920.00\nfor the development of a new Local Hazard Mitigation Plan (LHMP); and direct staff to\nundertake the steps necessary to finalize Council's action. AWARD CONTRACT: FIRE PREVENTION COMPLIANCE SOFTWARE AND\nREPORTING SERVICES — F2M24-43, C2M24-27, M2M24-67\nCommunity Risk Reduction (CRR) is a division of the Alhambra Fire Department (AFD).\nCRR staff is dedicated to increasing safety, preventing, or reducing fire losses and\nensuring compliance with applicable codes and ordinances. The communication and\ndelivery of reports from third parties is done manually and does not allow for efficient\ntracking, processing and enforcement of the codes.\nBrycer is designed to consolidate efforts into a single operation to streamline the reporting\nprocess. Brycer utilizes TCE software that tracks and drives fire code compliance and\nhelps reduce false alarm activity through a simple web-based service that allows the CRR\nto connect to contractors who inspect, test, and maintain fire protection systems.\nInspectors can then efficiently review reports, track deficiencies, notify parties and ensure\ncompliance of fire and life safety systems. Brycer provides a database of the buildings in\nour jurisdiction and helps to achieve greater fire protection systems reliability at zero cost.TCE allows for service providers to submit copies of their inspection and testing reports to\nAFD electronically, facilitating a more efficient review, tracking and follow-up process with\noccupants to correct deficiencies and maintain systems. The term of the proposed Brycer\nAgreement will be for three years, effective June 1, 2024, and will be renewed on June 1,\n2027 for two terms of one year each pursuant to satisfactory performance. Per the\nAlhambra Municipal Code (Section 3.38.050), the contract procedures may be dispensed\nwhen the services can only be obtained from one source (sole source). In this case, the\nreporting support services are exclusively available through Brycer. The reporting services\nof Brycer are highly specialized and essential to the City’s CRR operations.\nRecommended Action: City Council approve a contract with Brycer, LLC, subject to\nfinal language approval by the City Manager and City Attorney, to implement The\nCompliance Engine (TCE) for fire code compliance and reporting services for a three-year\nperiod with an option for two one-year contract extensions, and authorize the City Manager\nto execute the extensions if the services are satisfactory; authorize the City Manager or\ndesignee to execute the necessary documents; and direct staff to undertake the necessary\nsteps to finalize Council's action. NOVEMBER 5, 2024 ALHAMBRA GENERAL MUNICIPAL ELECTION: ADOPTION OF\nAN ORDINANCE CALLING THE ELECTION AND OF A RESOLUTION REGARDING\nCONSOLIDATION WITH THE STATEWIDE GENERAL ELECTION TO BE HELD THAT\nSAME DATE IN LOS ANGELES COUNTY — F2M24-38, O2M24-4829, R2M24-14\nOn April 8, 2024, the City Council introduced for first reading Ordinance No. O2M22-4802\nproviding for a General Municipal Election to be held on November 5, 2024 for the purpose\nof submitting to the qualified voters the following named officers: Councilperson of the\nThird District, full term; and, Councilperson of the Fourth District, full term. Pursuant to the\nAlhambra Charter as recently amended by Measure V in 2020, these offices shall be\nnominated from and elected by districts. The Alhambra City Charter provides that General\nMunicipal Elections shall be consolidated with the Statewide General Elections to be held\non the first Tuesday following the first Monday of every even-numbered year; hence, the\nnext General Municipal Election for the City of Alhambra, will be held on Tuesday,\nNovember 5, 2024. The City of Alhambra historically has consolidated its General\nMunicipal Elections with those held on the same date in the County of Los Angeles. Based\non economies of scale, such consolidation has resulted in considerable cost savings for\nthe City. Therefore, staff requests that the City Council adopt the ordinance calling the\nNovember 5, 2024 General Municipal Election as well as a resolution regarding\nconsolidation with the Statewide General Election to be held that same day in Los Angeles\nCounty.\nRecommended Action: City Council, by one motion, take the following actions:\n1. Declare introduced for its second reading and adopt the following ordinance entitled:\nOrdinance No. O2M24-4829: An Ordinance of the Alhambra City Council providing for a\nGeneral Municipal Election in said city to be held on November 5, 2024 and providing for the\nconsolidation of the General Municipal Election with the Statewide General Election, said\nelection being held for the election of the following city officials, to wit: Councilperson of the\nThird District, full term; and, Councilperson of the Fourth District, full term; and,\n2. PROPOSED ADJUSTMENTS IN VARIOUS CITY FEES AND SERVICE CHARGES F2M15-48, F2M24-39, N2M24-49, R2M24-13\nThis is the time and place set by Notice No. N2M24-49 for the City Council to hold a public\nhearing to consider adjusting various city fees and service charges. Resolution No.\nR2M16-4, previously adopted by the City Council, sets forth the City’s Comprehensive\nFee and Service Charge Schedule. The City has maintained its fee schedule without\nincreases since 2016. To ensure the sustainability of services, a Comprehensive Fee and\nRate Study was conducted in 2023 to assist the City in determining appropriate fee levels\nfor the various services provided by the City.\nWhile the update of the Comprehensive Fee and Service Charge Schedule will provide a\nfiscal impact in the form of additional revenue, it is pertinent to note the revenue is not\nintended to fund new services; rather the revenue is intended to offset the costs of\nproviding existing services that are recoverable from fees. Considering the duration since\nthe last fee increase, staff recommends a phased approach for certain fee increase over\na three-year period, while others are recommended for full cost recovery. Staff is\nrecommending adoption of the new fees, as set forth in the staff report and exhibits to the\nattached Resolution.\nRecommended Action: After receiving public testimony, the Mayor should close the\npublic hearing and the City Council should adopt Resolution No. R2M24-39 entitled: A\nResolution of the Alhambra City Council Modifying Resolution No. R2M16-4 Approving\nVarious City Fees and Service Charges.

NOTICE INVITING BIDS: SURFACE AND EXTERIOR CONCRETE REPAIRS FOR THE\nLIBRARY, POLICE DEPARTMENT AND CITY HALL BUILDINGS — F2M24-40, N2M2450\nIn August 2021, a facility assessment determined that the Library’s garage and basement\nlevels have cracking, and thus are in need of epoxy concrete repair and the removal of\nefflorescence. The recent rainstorms, made it apparent repairs should not be delayed,\nsince seepage and water intrusion were experienced on both parking levels. Exterior\ncracking and water intrusion have also been observed at the Police Department and City\nHall buildings. During rainstorm events, seepage, water intrusion and flooding in the\nbasements have been a frequent occurrence. City staff does not possess the expertise to\ncomplete this type of repair, as such staff is requesting the City Council authorize a Notice\nInviting Bids that will include repairs to the Library, Police Department, and City Hall\nbuildings.\nRecommended Action: City Council authorize staff to circulate a Notice Inviting Bids\nfor Surface and Exterior Concrete Repairs to the Library, Police Department and City Hall\nbuildings; and, direct staff to undertake the necessary steps to finalize Council’s action.

APPROVAL OF CHANGE ORDER TO CONTRACT FOR DESIGN SERVICES FOR\nACTIVE TRANSPORTATION PROGRAM (ATP) CROSSWALK TRAFFIC CONTROL\nDEVICES PROJECT — F2M22-56, C2M23-6, M2M24-59\nOn March 13, 2023, the City Council awarded a contract to Stantec Consulting Services,\nInc. in the amount of $94,796.00 for the Design Services for the ATP Crosswalk Traffic\nControl Devices Project. During the design, it was determined that additional work was\nrequired to meet current standards. Additional work includes traffic counts, incorporation\nof the Green Streets project components, and additional ADA curb ramps. The additional\nwork requires design services in the amount of $11,752.00. All other provisions of the will\nremain unchanged.\nRecommended Action: City Council approve a Change Order, subject to final\nlanguage approval by the City Manager and City Attorney, in the amount of $11,752.00\nfor the Professional Engineering Design Services for the ATP Crosswalk Traffic Control\nDevices Project that was awarded to Stantec Consulting Services, Inc. ACCEPTANCE OF A GRANT FROM THE CALIFORNIA EXTENDED WATER AND\nWASTEWATER ARREARAGE PAYMENT PROGRAM THROUGH FUNDING FROM\nTHE STATE WATER RESOURCES CONTROL BOARD — F2M24-18, M2M24-60\nOn November 30, 2023, staff applied to the California Extended Water and Wastewater\nArrearage Payment Program (Program). The Program was developed to provide\nadditional assistance to water and sewer systems that accrued residential and commercial\ncustomer arrearages during the COVID-19 pandemic from June 16, 2021 to December\n31, 2022. The City received a payment of $98,360.46, the estimate staff requested in the\nProgram application. The City previously received funding from the program in the amount\nof $278,640.59 for the relief period of March 4, 2020 through June 15, 2021. Once\napproved, staff will credit all eligible delinquent water and sewer accounts during the\neligible period and notify each account holder of the amount credited to their account, per\nthe grant guidelines. Customers do not have to repay any payments received.\nRecommended Action: City Council accept a grant from the California Extended\nWater and Wastewater Arrearage Payment Program through funding from the State Water\nResources Control Board in the amount of $98,360.46 to pay delinquent water and sewer\nbills; direct the Finance Director to increase revenue account 404.00.42808 and expense\naccount 404.80.8681.68087 by $98,360.46; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. NOTICE OF COMPLETION: FRONT STREET WATER MAIN REPLACEMENT AND\nZONE CHANGE - PHASE 1 — F2M19-20, C2M23-72, M2M24-64\nOn August 28, 2023, the City Council awarded Contract C2M23-72 to Teichert Energy &\nUtilities Group, Inc for the Front Street Water Main Replacement and Zone Change Phase 1 Project in the amount of $908,785.00. There were two authorized change orders\nduring the project. The change orders were to relocate a utility vault, replace irrigation\nservices to the median, additional paving and also included various miscellaneous items\ncredited to City. The change order increased the total amount of the contract by\n$65,062.83, for a total project cost of $973,847.83. The project has been completed in\naccordance with the City’s requirements and specifications. As such, it would be\nappropriate for the City Council to accept the project as complete and instruct the City\nClerk that the Notice of Completion be filed with the County of Los Angeles Recorder’s\nOffice. |\nRecommended Action: City Council accept the work of Teichert Energy & Utilities\nGroup, Inc. for the Front Street Water Main Replacement and Zone Change - Phase 1\nProject as complete in the amount of $973,847.83; direct the City Clerk to file a Notice of\nCompletion with the County of Los Angeles for recordation; release the five percent\nretention 35 days from the date of recordation if no liens are filed; and, direct staff to\nundertake the steps necessary to finalize Council’s action. ACCEPTANCE OF GRANT FROM CALRECYCLE UNDER THE SB 1383 LOCAL\nASSISTANCE GRANT PROGRAM — F2M23-18, M2M24-61\nOn October 23, 2023, the City Council approved Resolution No. R2M23-52 for the\nsubmittal of a grant application to the CalRecycle SB 1383 Local Assistance Grant\nProgram. The City submitted an application for $152,477 in funding to expand marketing\nefforts on organics recycling, purchase of recycling and organic waste receptacles, and to\nprocure commercial-grade equipment for the application of compost and mulch on City\nfacilities. On February 26, 2024, CalRecycle notified that the City was selected to receive\na grant award in the amount of $218,610.\nRecommended Action: City Council accept a grant in the amount of $218,610 from\nthe Department of Resources Recycling and Recovery (CalRecycle) under the SB 1383\nLocal Assistance Grant Program; appropriate revenue and expenditure funds; authorize\nthe City Manager, or designee, to execute all documents related to grant implementation;\nand, direct staff to undertake the steps necessary to finalize Council’s action.
