4. PROPOSED ADJUSTMENTS IN VARIOUS CITY FEES AND SERVICE CHARGES F2M15-48, F2M24-39, N2M24-49, R2M24-13\nThis is the time and place set by Notice No. N2M24-49 for the City Council to hold a public\nhearing to consider adjusting various city fees and service charges. Resolution No.\nR2M16-4, previously adopted by the City Council, sets forth the City’s Comprehensive\nFee and Service Charge Schedule. The City has maintained its fee schedule without\nincreases since 2016. To ensure the sustainability of services, a Comprehensive Fee and\nRate Study was conducted in 2023 to assist the City in determining appropriate fee levels\nfor the various services provided by the City.\nWhile the update of the Comprehensive Fee and Service Charge Schedule will provide a\nfiscal impact in the form of additional revenue, it is pertinent to note the revenue is not\nintended to fund new services; rather the revenue is intended to offset the costs of\nproviding existing services that are recoverable from fees. Considering the duration since\nthe last fee increase, staff recommends a phased approach for certain fee increase over\na three-year period, while others are recommended for full cost recovery. Staff is\nrecommending adoption of the new fees, as set forth in the staff report and exhibits to the\nattached Resolution.\nRecommended Action: After receiving public testimony, the Mayor should close the\npublic hearing and the City Council should adopt Resolution No. R2M24-39 entitled: A\nResolution of the Alhambra City Council Modifying Resolution No. R2M16-4 Approving\nVarious City Fees and Service Charges.
