7. ACCEPTANCE OF A GRANT FROM THE CALIFORNIA EXTENDED WATER AND\nWASTEWATER ARREARAGE PAYMENT PROGRAM THROUGH FUNDING FROM\nTHE STATE WATER RESOURCES CONTROL BOARD — F2M24-18, M2M24-60\nOn November 30, 2023, staff applied to the California Extended Water and Wastewater\nArrearage Payment Program (Program). The Program was developed to provide\nadditional assistance to water and sewer systems that accrued residential and commercial\ncustomer arrearages during the COVID-19 pandemic from June 16, 2021 to December\n31, 2022. The City received a payment of $98,360.46, the estimate staff requested in the\nProgram application. The City previously received funding from the program in the amount\nof $278,640.59 for the relief period of March 4, 2020 through June 15, 2021. Once\napproved, staff will credit all eligible delinquent water and sewer accounts during the\neligible period and notify each account holder of the amount credited to their account, per\nthe grant guidelines. Customers do not have to repay any payments received.\nRecommended Action: City Council accept a grant from the California Extended\nWater and Wastewater Arrearage Payment Program through funding from the State Water\nResources Control Board in the amount of $98,360.46 to pay delinquent water and sewer\nbills; direct the Finance Director to increase revenue account 404.00.42808 and expense\naccount 404.80.8681.68087 by $98,360.46; and, direct staff to undertake the steps\nnecessary to finalize Council’s action.
