15. AWARD CONTRACT: PROFESSIONAL CONSULTING SERVICES TO DEVELOP THE\nLOCAL HAZARD MITIGATION PLAN - F2M23-70, RFP2M23-25, C2M24-26, M2M24-66\nOn October 9, 2023 the City Council accepted the grant for a Hazard Mitigation Assistance\ngrant in the amount of $135,450, with a match commitment of $15,050 from the Hazard\nMitigation Grant Program funded by FEMA and the State of California Governor’s Office\nof Emergency Services through subawards. On October 23, 2023 the City Council\napproved the distribution of a Request for Proposals RFP2M23-25 for professional\nconsulting services to develop the LHMP. A total of six proposals were accepted by the\ndue date of February 6, 2024. Staff reviewed and evaluated the proposals based on the\nrequirements of the RFP, which included Responsiveness to RFP, Experience and\nKnowledge of Entity and Personnel, Project Approach, and Costs. Black & Veatch\nCorporation was selected because it best suited the City’s needs.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, in the amount not to exceed $144,920.00\nfor the development of a new Local Hazard Mitigation Plan (LHMP); and direct staff to\nundertake the steps necessary to finalize Council's action.
