11. AWARD CONTRACT: GRANTS MANAGEMENT SOFTWARE — F2M24-41, C2M24-24,\nM2M24-63\nUnder the City’s 2021-22 Strategic Plan, the City Council emphasized securing grant\nfunding for a variety of projects, needs, and interests of the City. Staff is requesting a\ninvestment in a grant management systems to facilitate the centralization of grant\ninformation; to monitor compliance including reporting and project progress; and to ease\nthe search for new grant opportunities, particularly in relation to grants that align with the\nCity’s strategic priorities. There are several public agencies currently utilizing eCivis to\nhelp manage their grants portfolio. The product is a fully integrated cloud-based system\nthat propels the grants management lifecycle. City Departments can login the system to\nhelp research and maintain the City’s grant information. Staff is seeking to procure the\ngrants software system via cooperative purchase, allowable under Alhambra Municipal\nCode Section 3.36.080(B)(3). Carahsoft Technology Corporation offers products and\nservices from eCivis under GSA Contract No. 47QSWA18DO08F. The contract period for\nthe GSA contract is from August 2018 through August 2028; therefore, the City can\npiggyback for this grant management system under this procurement.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to eCivis Inc. for the implementation and\nsubscription of grants management software, in the amount of $32,775 for one year with\nfour one-year extensions through April 2029; authorize the City Manager to execute the\ncontract and annual extensions pursuant to satisfactory performance; and, direct staff to\nundertake the steps necessary to finalize Council’s action.
