14. AWARD CONTRACT: ECONOMIC AND MARKET ANALYSIS CONSULTING\nSERVICES — F2M24-20, RFP2M24-1, C2M24-25, M2M24-65\nOn January 8, 2024, the City Council authorized the distribution of a Request for Proposals\n(RFP) to prospective firms and consultants to conduct economic and market analysis\nservices for the Economic Development Action Plan. The City received nine proposals.\nStaff evaluated all proposals, interviewed three proposers and selected ECONorthwest as\nthe most qualified consultant. Staff reviewed and evaluated the proposals based on the\nRFP requirements, which included understanding of the project scope, approach and\nmethodology, experience with economic development and project cost.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to ECONorthwest for economic and\nmarket analysis consulting services in an amount not to exceed $75,000 over two years;\nand, direct staff to undertake the steps necessary to finalize Council’s action.
