5. NOTICE INVITING BIDS: SURFACE AND EXTERIOR CONCRETE REPAIRS FOR THE\nLIBRARY, POLICE DEPARTMENT AND CITY HALL BUILDINGS — F2M24-40, N2M2450\nIn August 2021, a facility assessment determined that the Library’s garage and basement\nlevels have cracking, and thus are in need of epoxy concrete repair and the removal of\nefflorescence. The recent rainstorms, made it apparent repairs should not be delayed,\nsince seepage and water intrusion were experienced on both parking levels. Exterior\ncracking and water intrusion have also been observed at the Police Department and City\nHall buildings. During rainstorm events, seepage, water intrusion and flooding in the\nbasements have been a frequent occurrence. City staff does not possess the expertise to\ncomplete this type of repair, as such staff is requesting the City Council authorize a Notice\nInviting Bids that will include repairs to the Library, Police Department, and City Hall\nbuildings.\nRecommended Action: City Council authorize staff to circulate a Notice Inviting Bids\nfor Surface and Exterior Concrete Repairs to the Library, Police Department and City Hall\nbuildings; and, direct staff to undertake the necessary steps to finalize Council’s action.
