RESOLUTION NO. - Change Order 3 to Contract DA-5570 with Hensel Phelps\nConstruction Company: For $2,252,749, to provide design and construction services for the\nTerminal 2 Federal Inspection Services Facility at Los Angeles International Airport, to add an\nadditional amount of $3,066,200 in project contingency, and to appropriate funds in amount of\n$5,318,949\nPURPOSE: Delta Air Lines is currently embarking on a Modernization Program of Terminal 2\n(T2) and Terminal 3 (T3) which replaces T3 and renovates portions of T2. In conjunction with\nsaid program, Los Angeles World Airports is refurbishing the T2 Federal Inspection Services\nfacility to meet certain standards of the United States Customs Service-Customs and Border\nPatrol (CBP) component of the Department of Homeland Security, The project will improve\nguest experience for incoming international travelers arriving in T2 and T3. The Board of\nAirport Commissioners action is to increase the contract value of the design-builder to cover\ncertain CBP requirements, address unforeseen conditions, owner betterments, regulatory scope\nand provide additional contingency to address potential future unforeseen conditions for the\nremainder of the project.\n13.\nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport\nCommissioners determine that this action is exempt from the California Environmental Quality\nAct (CEQA) pursuant to Article II, Section 2.i and Article III, Class 1 (1) of the Los Angeles\nCity CEQA Guidelines; approve Change Order 3 to Contract DA-5570 with Hensel Phelps\nConstruction Company; further approve an increase in the budgeted Owner's Contingency in\namount of $3,066,200, bringing the total to $3,366,200, that can only be utilized through\nchange orders authorized by the Chief Executive Officer, or designee, or the Board of Airport\nCommissioners; further approve appropriation of $5,318,949 to the Terminal 2 Federal\nInspection Services Facility Refurbishment Project that includes $2,252,749 in hard costs and\n$3,066,200 in additional Owner's Contingency; authorize the Chief Executive Officer, or\ndesignee, to approve and execute change orders to the contract up to the budgeted Owner's\nContingency of $3,366,200 for the project provided that, prior to execution of any change order\nin excess of $500,000, the Board of Airport Commissioners shall first have reviewed and\nauthorized execution thereof, and such authorization shall have become final pursuant to City\nCharter Section 245; and further authorize the Chief Executive Officer, or designee, to execute\nsaid Change Order 3 to Contract DA-5570 after approval as to form by the City Attorney.
