a. PUBLIC HEARING - A RESOLUTION AMENDING RESOLUTION NO.\n2024-02-6781, AMENDING THE UNIFORM SCHEDULE OF SERVICE FEES\nAND CHARGES\nSummary:\nEarlier this year, the City entered into a contract with Clearsource Consulting to\nprepare a comprehensive User and Regulatory Fee Study. The process\nincluded a complete analysis of all current fees and feedback from every City\nDepartment. This item summarizes the findings from the study and\nrecommends an updated Fee Schedule proposed for City Council adoption that\nwould be effective July 1, 2024. Prior to adopting new or increased fees, the\npublic hearing, the City Council shall determine whether to adopt the updated\nFee Schedule. Staff published the legal notice for this public hearing in the\nSignal Tribune newspaper per Government Code Section 65091(a)(4). The\nlegal notice appeared in the newspaper on April 12 and April 19, 2024. Staff\nalso posted the notice in accordance with Signal Hill Municipal Code Section\n1.08.010 on April 5, 2024.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 3 Economic & Downtown Development: Improve the local economy,\nsupport local businesses, and create a vibrant downtown core.\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nRecommendations:\n1. Staff recommends the City Council open a public hearing, consider public\ntestimony, approve the proposed service fees and charges.\n2.
