PUBLIC HEARING - A RESOLUTION AMENDING RESOLUTION NO.\n2024-02-6781, AMENDING THE UNIFORM SCHEDULE OF SERVICE FEES\nAND CHARGES\nSummary:\nEarlier this year, the City entered into a contract with Clearsource Consulting to\nprepare a comprehensive User and Regulatory Fee Study. The process\nincluded a complete analysis of all current fees and feedback from every City\nDepartment. This item summarizes the findings from the study and\nrecommends an updated Fee Schedule proposed for City Council adoption that\nwould be effective July 1, 2024. Prior to adopting new or increased fees, the\npublic hearing, the City Council shall determine whether to adopt the updated\nFee Schedule. Staff published the legal notice for this public hearing in the\nSignal Tribune newspaper per Government Code Section 65091(a)(4). The\nlegal notice appeared in the newspaper on April 12 and April 19, 2024. Staff\nalso posted the notice in accordance with Signal Hill Municipal Code Section\n1.08.010 on April 5, 2024.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 3 Economic & Downtown Development: Improve the local economy,\nsupport local businesses, and create a vibrant downtown core.\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nRecommendations:\n1. PUBLIC HEARING TO CONSIDER AN AMENDMENT TO CONDITIONAL USE\nPERMIT 00-05 WHICH ALLOWS OPERATION OF A SELF-STORAGE\nFACILITY, AMENDING EXISTING CONDITIONS AND ADDING NEW\nCONDITIONS OF APPROVAL TO RESTRICT OPERATIONS ADJACENT TO\nELLIS AVENUE, AND FINDING THAT SAID ACTION IS CATEGORICALLY\nEXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)\nPURSUANT TO STATE CEQA GUIDELINES SECTION 15301\nSummary:\nForm of Notice: The City published the required Notice in the Signal Tribune\nnewspaper per Government Code §65091(a)(4) on April 12, 2024; mailed to\nproperty owners within a 300’ radius of the subject site on April 12, 2024; and\nposted in accordance with Signal Hill Municipal Code Section 1.08.010 at City\nHall, Signal Hill Library, Reservoir Park, and Discovery Well Park on or before\nApril 12, 2024.\nAt the direction of the City Council, staff proposes to amend Conditional Use\nPermit (CUP) 00-05 for an existing self-storage facility to regulate the business\noperations by restricting customer access into and out of the facility along Ellis\nAvenue. The self-storage facility, Signal Hill Self-Storage (SHSS), is located at\n2901 East Pacific Coast Highway within Area 2 of SP-10, Pacific Coast Highway\nSpecific Plan zoning district. Staff recommends the City Council approve the\nproposed resolution amending the Conditional Use Permit conditions for the\nfacility. This proposed CUP amendment would restrict customer access from\nEllis Avenue, except for customer parking, loading, and unloading in the parking\nlot accessed from Ellis Avenue. The proposed amended conditions would also\nclarify that the City will issue administrative citations to the operators for ongoing\nviolations of the Conditions of Approval. CALPERS UNFUNDED PENSION LIABILITY STRATEGY\nSummary:\nThe City Council will consider a Fresh Start pension strategy for the City’s\nunfunded pension liability administered through California Public Employee’s\nRetirement System (CalPERS) for all Miscellaneous and Sworn rate plans. The\nFresh Start pension strategy would stabilize the pension plan, preserve liquidity,\nreduce the annual cost of payments, reduce interest costs, and shorten the term\nof the unfunded accrued liability (UAL).\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nRecommendations:\n1. Direct staff to enter into an agreement with CalPERS to initiate a Fresh\nStart alternative amortization payment schedule for the existing unfunded\naccrued liability (UAL) for all Miscellaneous and Sworn CalPERS rate\nplans.\n2. Direct staff to make any additional pension payment for Fiscal Year (FY)\n2023-2024 in the amount of $500,000 utilizing the PERS reserve to\nreduce the annual pension payment to approximately $3,778,143\naccording to the suggested Fresh Start payment schedule.\n3. CONTINUANCE OF THE PROCLAMATION OF THE EXISTENCE OF A LOCAL\nEMERGENCY IN RESPONSE TO THE FEBRUARY 2024 WINTER STORMS\nAND REAFFIRMING EMERGENCY CONDITIONS REQUIRING EMERGENCY\nACTION TO COMPLETE EMERGENCY REPAIRS AT PANORAMA\nPROMENADE AND MOLINO AVENUE AND 20TH STREET\nSummary:\nThe City Council will consider authorizing the City Manager to extend the\nproclamation of the existence of a local emergency in response to the February\n2024 winter storms for 60 days. At the February 27, 2024, meeting, the City\nCouncil authorized the City Manager to extend the proclamation of the existence\nof a local emergency. The City Council adopted a Resolution, by a four-fifths\nvote, declaring authority to the City Manager or his designee, pursuant to Public\nContract Code Section 20168 and 22050, to enter into an emergency public\nworks contract. The City Council also approved a Public Works contract with\nZimprich Engineering Incorporated for a not-to-exceed amount of four hundred\nthirty-one thousand nine hundred ten dollars ($431,910), for emergency work\npertaining to the Panorama Promenade Trail and the 20th Street and Molino\nAvenue Slope immediate repair projects.\nAt its March 12, March 26, and April 9, 2024, meetings, the City Council adopted\na resolution, by a four-fifths vote, authorizing the City Manager, or his designee,\npursuant to Public Contract Code Section 22050, to continue emergency storm\ndamage repairs at the Panorama Promenade Trail and Molino Avenue and 20th\nStreet. The City Council will consider adopting a Resolution, by a four-fifths vote,\nauthorizing the City Manager, or his designee, pursuant to Public Contract Code\nSection 22050, to continue emergency storm damage repairs at the Panorama\nPromenade Trail and Molino Avenue and 20th Street. CONTRACT AMENDMENT REGISTER DATED APRIL 23, 2024\nSummary:\nThe Contract Amendment Register is a listing of proposed contract amendments\nand project change orders eligible for streamlined processing based upon the\nfollowing criteria as documented in the City’s Purchasing Policy:\n· Funds have been authorized as part of the adopted fiscal year Operating\nBudget.\n· Staff are satisfied with the goods/services received to date; and\n· City Manager has reviewed and approved each amendment for\nstreamlined processing.\nThere are two contract amendments being presented for City Council\nconsideration as follows:\n1.) Zimprich Engineering Incorporated - General Services Agreement for the\nemergency repair work at the Panorama Promenade Trail and Molino\nAvenue. The proposed First Amendment would extend the term through\nSeptember 25, 2024; there is no proposed change to the compensation.\n2.) Firefly Drones, LLC - City Council approved an award of contract to\nFirefly Drones, LLC., on February 27, 2024, to provide aerial drone show\nservices to commemorate the City’s centennial anniversary taking place\non Saturday, April 27, 2024. The approved contract award is for an\namount not-to-exceed $60,000. The vendor requires additional insurance\nand permit requirements to ensure a safe aerial drone show and comply\nwith approval conditions by local, state, and federal authorities. These\nadditional conditions exceed the current contract amount.
