PUBLIC HEARING TO CONSIDER AN AMENDMENT TO CONDITIONAL USE\nPERMIT 00-05 WHICH ALLOWS OPERATION OF A SELF-STORAGE\nFACILITY, AMENDING EXISTING CONDITIONS AND ADDING NEW\nCONDITIONS OF APPROVAL TO RESTRICT OPERATIONS ADJACENT TO\nELLIS AVENUE, AND FINDING THAT SAID ACTION IS CATEGORICALLY\nEXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)\nPURSUANT TO STATE CEQA GUIDELINES SECTION 15301\nSummary:\nForm of Notice: The City published the required Notice in the Signal Tribune\nnewspaper per Government Code §65091(a)(4) on April 12, 2024; mailed to\nproperty owners within a 300’ radius of the subject site on April 12, 2024; and\nposted in accordance with Signal Hill Municipal Code Section 1.08.010 at City\nHall, Signal Hill Library, Reservoir Park, and Discovery Well Park on or before\nApril 12, 2024.\nAt the direction of the City Council, staff proposes to amend Conditional Use\nPermit (CUP) 00-05 for an existing self-storage facility to regulate the business\noperations by restricting customer access into and out of the facility along Ellis\nAvenue. The self-storage facility, Signal Hill Self-Storage (SHSS), is located at\n2901 East Pacific Coast Highway within Area 2 of SP-10, Pacific Coast Highway\nSpecific Plan zoning district. Staff recommends the City Council approve the\nproposed resolution amending the Conditional Use Permit conditions for the\nfacility. This proposed CUP amendment would restrict customer access from\nEllis Avenue, except for customer parking, loading, and unloading in the parking\nlot accessed from Ellis Avenue. The proposed amended conditions would also\nclarify that the City will issue administrative citations to the operators for ongoing\nviolations of the Conditions of Approval. New conditions would require the\napplicant to maintain a minimum balance in its Developer Deposit account to\ncover costs associated with the application and to submit replenishment\npayment within 15 business days of the request.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure an enhanced quality of life for the\nresidents.\nGoal No. 5 High-Functioning Government: Promote a transparent and open\ngovernment.\nRecommendation:\nAdopt a resolution approving the amendment to Conditional Use Permit 00-05\nfor the existing self-storage facility, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nSIGNAL HILL, CALIFORNIA, APPROVING AMENDMENTS TO\nCONDITIONAL USE PERMIT 00-05 FOR AN EXISTING\nSELF-STORAGE FACILITY AT 2901 EAST PACIFIC COAST\nHIGHWAY AND FINDING THAT SAID ACTION IS\nCATEGORICALLY EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO\nSTATE CEQA GUIDELINES SECTION 15301.
