A. Consideration of Resolution No. 2024-13 Approving the\nAmended and Restated Joint Exercise of Powers Agreement\nRelating to the California Statewide Community Development\nAuthority (CSCDA), and Resolution No. 2024-14 Consenting\nto the Inclusion of the Property Located At 126 North New\nAvenue, Monterey Park, California, which is Partially Located\nin the City of Rosemead in the CSCDA Open PACE Program\nat the Request of the Property Owner for its Whitmore Villa\nProject The property owner of 126 North New Avenue,\nMonterey Park, CA is requesting that the City of Rosemead:\n1) join the California Statewide Communities Development\nAuthority (CSCDA), created in 1988 under California’s Joint\nExercise of Powers Act, and 2) consent to the inclusion of a\nportion of the said lot within the boundaries and jurisdiction\nof the City of Rosemead in CSCDA’s Open PACE Program.\nThe said property is 2.84-acres in total area (one lot), of\nwhich 2.80-acres is located within Monterey Park and 0.04-\nacre is located within the City of Rosemead.\nRecommendation: That the City Council take the following\nactions:\n1. Adopt Resolution No. 2024-13, entitled: A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, CALIFORNIA APPROVING, AUTHORIZING\nAND DIRECTING EXECUTION OF AN AMENDED AND\nRESTATED JOINT EXERCISE OF POWERS AGREEMENT\nRELATING TO THE CALIFORNIA STATEWIDE\nCOMMUNITIES DEVELOPMENT AUTHORITY\n2. Adopt Resolution No. 2024-14, entitled: A RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF ROSEMEAD,\nCALIFORNIA CONSENTING TO THE INCLUSION OF THE\nPROPERTY LOCATED AT 126 NORTH NEW AVENUE,\nMONTEREY PARK, CALIFORNIA, WHICH IS PARTIALLY\nLOCATED IN THE CITY OF ROSEMEAD, IN THE CSCDA\nOPEN PACE PROGRAM; AUTHORIZING THE\nCALIFORNIA STATEWIDE COMMUNITIES\nDEVELOPMENT AUTHORITY TO ACCEPT AN\nAPPLICATION FROM THE OWNER OF SUCH PROPERTY,\nCONDUCT CONTRACTUAL ASSESSMENT\nPROCEEDINGS AND LEVY CONTRACTUAL\nASSESSMENTS ON SUCH PROPERTY; AND\nAUTHORIZING RELATED ACTIONS\nStaff Report
