Award of Contract to Schoeppner Shows Carnival for\nServices at the Annual July 4th Event The Parks and\nRecreation Department is seeking the City Council to\napprove a contract with Schoeppner Shows Carnival. The\ncontract is to provide carnival rides, games, and services for\nthe Annual July 4th Event at Rosemead Park. As part of the\nProposed Fiscal Year 2024-25 budget, $270,000 has been\nrequested for community special events, $130,000 which is\nallocated to the July 4th Event.\nRecommendation: That the City Council authorize the City\nManager to approve an agreement with Schoeppner Shows\nCarnival in an amount not-to-exceed $52,000, from account\nnumber 101-4040-5710.\nStaff Report

Resolution No. 2024-18 in Support of the Homelessness,\nDrug Addition, and Theft Reduction Act At the request of\nadoption of Resolution No. 2024-18 in support of the\nproposed Homelessness, Drug Addiction, and Theft\nReduction Act. Under the new proposal, “an offender with\ntwo prior convictions for theft can be charged with a felony,\nregardless of the value of the stolen property.” It would also\nallow prosecutors to add together the value of property\nstolen across multiple thefts to exceed the $950 threshold for\na felony charge and create harsher punishments for\norganized retail theft rings. The initiative may appear on the\nRecommendation: That the City Council take the following\nactions:\n1. Discuss and provide further direction to City staff; and\n2. A. Public Hearing and Approval of the FY 2024-25 Annual Action\n Plan for the Community Development Block Grant (CDBG)\n and Home Investment Partnerships (Home) Programs The\n U.S. Department of Housing and Urban Development (HUD)\n provides funding to states, counties, and cities in the form of\n Community Development Block Grant (CDBG) and HOME\n Investment Partnerships (HOME) funds. The City of\n Rosemead is required to prepare and submit an Annual\n Action Plan to HUD which serves to update and delineate\n efforts in meeting the priorities established in the five-year\n Consolidated Plan. The Annual Action Plan is seen as an\n opportunity to reassess the City’s housing needs and\n priorities, as well as its programs and resources in a manner\n that will best meet the affordable housing and community\n development challenges. The City’s entitlement allocation\n for FY 2024-25 is approximately $668,149 in CDBG funding\n and approximately $300,862 in HOME funds. As a recipient of\n CDBG funds, the City has also previously received\n Community Development Block Grant Coronavirus (CDBG-\n CV) funds with a current balance of $458,303.99.\n 1. Conduct a public hearing and receive public testimony\n on the FY 2024-25 Annual Action Plan.\n\n 2. Approve the FY 2024-25 Annual Action Plan, including\n CDBG and HOME funding recommendations, and\n authorize the submittal of the Annual Action Plan to\n HUD.\n\n 3. Authorize the City Manager to execute all appropriate\n and necessary documents to receive funding and\n implement approved use and make necessary budget\n adjustments based on HUD’s final allocation amount.\n\n 4.
