A. Public Hearing and Approval of the FY 2024-25 Annual Action\n Plan for the Community Development Block Grant (CDBG)\n and Home Investment Partnerships (Home) Programs The\n U.S. Department of Housing and Urban Development (HUD)\n provides funding to states, counties, and cities in the form of\n Community Development Block Grant (CDBG) and HOME\n Investment Partnerships (HOME) funds. The City of\n Rosemead is required to prepare and submit an Annual\n Action Plan to HUD which serves to update and delineate\n efforts in meeting the priorities established in the five-year\n Consolidated Plan. The Annual Action Plan is seen as an\n opportunity to reassess the City’s housing needs and\n priorities, as well as its programs and resources in a manner\n that will best meet the affordable housing and community\n development challenges. The City’s entitlement allocation\n for FY 2024-25 is approximately $668,149 in CDBG funding\n and approximately $300,862 in HOME funds. As a recipient of\n CDBG funds, the City has also previously received\n Community Development Block Grant Coronavirus (CDBG-\n CV) funds with a current balance of $458,303.99.\n 1. Conduct a public hearing and receive public testimony\n on the FY 2024-25 Annual Action Plan.\n\n 2. Approve the FY 2024-25 Annual Action Plan, including\n CDBG and HOME funding recommendations, and\n authorize the submittal of the Annual Action Plan to\n HUD.\n\n 3. Authorize the City Manager to execute all appropriate\n and necessary documents to receive funding and\n implement approved use and make necessary budget\n adjustments based on HUD’s final allocation amount.\n\n 4. Authorize the City Manager to execute sub-recipient\n agreements with the non-profit organizations receiving\n CDBG, HOME, CDBG-CV allocations in the Annual Action\n Plan.\n Staff Report
